The plan aims to harness the capital's potential and strengths in the field of creative design, promote connections and expand business cooperation between enterprises and social communities with domestic and international organizations and experts in design and creative technologies, thereby contributing to Hanoi's socio-economic development. It also lays out specific tasks to implement the initiatives and commitments made by Hanoi upon joining the UNESCO Creative Cities Network. Through these efforts, Hanoi seeks to connect and enhance the cultural, historical, and architectural values across districts, towns, and communes during the urban renewal process, tied to the development of creative spaces and the growth of the capital's cultural industries.

Implementation Details
Strengthening policy implementation to promote creative activities: The city will develop proposals, programs, and plans; organize conferences, seminars, discussions, and experience-sharing sessions to propose effective policy mechanisms that support businesses and promote creativity. Enterprises operating in culture and creativity are encouraged to invest in cultural and sports infrastructure projects. A Creative Support Fund will be studied and proposed. The city will guide and assist organizations and individuals with licensing procedures, creating an open and encouraging environment for presenting new creative works and ideas to the public. Enhancing communication, promotion, and presentation of creative activities: Activities will be introduced through various formats. The city will foster connections, cooperation, and experience-sharing among member cities of the network, and create dedicated communication channels. The media system will be upgraded to produce high-quality content, provide information on creative activities, and introduce and realize creative ideas that contribute to branding Hanoi as a Creative City. Information will be disseminated through the official website hanoicreativecity.com. Public communication programs will also be implemented to raise social awareness of the UNESCO Creative Cities Network. Organizing activities as a UNESCO Creative Cities Network member: Hanoi will establish an expert advisory council to oversee implementation. The city will participate in global, regional, and Southeast Asian conferences and forums organized under the UNESCO Creative Cities Network. Cooperation and exchanges will also be carried out with other Creative Cities in Vietnam. Promoting creative activities: A network of creative communities will be formed. Creative spaces will be developed and expanded. An International Hanoi Creative Design Award will be studied and proposed. The Hanoi Creative Activities Coordination Center will be strengthened. The Hanoi Festival of Creative Design (HFCD) will be organized, serving as an interdisciplinary platform: in odd-numbered years (2025), the festival will focus on generating creative ideas, while in even-numbered years (2026), it will celebrate and showcase creative design.
The city has tasked the Department of Culture and Sports to serve as the focal agency coordinating with the UNESCO Vietnam Office, the Vietnam Association of Architects, and other relevant units in carrying out the responsibilities as a member of the UNESCO Creative Cities Network. The department will also direct the Hanoi Creative Activities Coordination Center to finalize the criteria for creative spaces, implement regular creative programs and activities to form a network of Hanoi's creative spaces, and boost communication efforts through city web portals, social media, and related platforms.
