Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed Official Dispatch No. 6804/UBND-DT dated December 24, 2025, directing efforts to achieve 100% coverage of clean water supply for urban households through centralized systems and ensure all rural households use clean water meeting national standards.
Under the dispatch, the Hanoi Department of Construction must strengthen state management, review implementation of the city's water supply plans and ensure synchronization with urban and rural development.
The department must inspect, supervise and accelerate water supply projects to meet the targets for full urban coverage and compliant rural water use.
The Hanoi Department of Construction will lead coordination with other departments to guide water suppliers in improving management, reducing water loss and developing appropriate water pricing plans.
It will coordinate with water suppliers to balance and regulate supply sources to ensure stable and continuous service and work with project investors on construction permits and pipeline repairs to keep projects on schedule.
The department will compile the 2026–2030 water supply development plan and coordinate with the Hanoi Department of Finance to guide proposals for investment, expansion and development of water systems aligned with planning objectives.
The city requires water supply companies, including the Hanoi Clean Water One Member, the Duong River Surface Water JSC, Song Da Clean Water Investment JSC, the Red River Surface Water JSC, Aqua One Water Supply JSC and Ha Nam Clean Water JSC, to mobilize resources and urgently complete assigned source and network development projects on schedule and in line with planning.
Ward and commune People's Committees must regularly inspect and supervise approved water projects, facilitate investment implementation and strengthen communication on the importance of clean water while encouraging households to connect to and use clean water efficiently and properly.
The Ba Vi Commune People's Committee must urgently complete and submit an investment proposal for a budget-funded water supply system, including a clear post-investment operation and management plan.
The Hanoi Department of Finance will coordinate with the Hanoi Department of Construction and other agencies to advise the Hanoi People's Committee and the Hanoi People's Council on incentive mechanisms and policies to encourage water sector investment, especially in mountainous, remote and disadvantaged areas and to allocate funding for water infrastructure projects.
The department will also enhance investment supervision, accelerate approved projects, handle necessary adjustments promptly and propose new investment projects consistent with planning.
The Hanoi Department of Agriculture and Environment will coordinate with relevant units to enforce compliance with water resource laws among water extraction and supply operators.
It will receive and share water quality data from supply systems, support online automatic monitoring and address non-compliant indicators under Decision No. 28/2021/QD-UBND.
The department will guide wards, communes and investors on land recovery, leasing and requisition procedures and coordinate with localities to promote safe interim water solutions where centralized supply is unavailable.
It will continue to manage rural clean water supply under Decision No. 60/2025/QD-UBND and work with local governments to review, classify, assign and manage state-funded rural water facilities.
The Hanoi Department of Health will continue inspecting and supervising water quality at production facilities, distribution networks and urban areas, promptly handling violations and strengthening oversight of internal quality control by water suppliers.
