Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, has signed Decision No. 17/KH-UBND dated January 12, 2026, approving a plan to implement six resolutions of the Hanoi People's Council on science, technology, innovation and digital transformation for the 2026–2030 period.
The plan aims to ensure timely, coordinated and effective implementation of the six resolutions, promote science, technology, innovation and digital transformation across the city and gradually position Hanoi as a leading national and regional center for science, technology and innovation.
The city will also intensify communication on policies under the six resolutions. Agencies and units will follow Plan No. 316/KH-UBND on the 90-day intensive campaign to detail, disseminate and promote the resolutions and continue appropriate communication activities in subsequent years.
The Hanoi People's Committee has called on the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization to strengthen communication through the internal information bulletin and monthly special reference materials, the Hanoi Party Committee's website and the city's electronic Party member handbook.
The city will develop and issue detailed implementing documents for the resolutions.
For Resolution No. 29/2025/NQ-HDND, Hanoi will issue decisions announcing priority sectors eligible for controlled pilot implementation, which the city already addressed through Decision No. 6150/QD-UBND dated December 11, 2025.
For Resolution No. 30/2025/NQ-HDND, the city will issue decisions to establish the municipal venture capital fund, approve its charter and investment regulations, appoint a city representative for state capital at the fund and allocate budget capital and contribution ratios.
For Resolution No. 34/2025/NQ-HDND, Hanoi will issue regulations on managing science and technology tasks of the capital, establish the Science and Technology Development Fund and approve lists of key science and technology tasks and city-funded and commissioned projects.
For Resolution No. 35/2025/NQ-HDND, the city will issue detailed regulations on implementation clauses and criteria for evaluating each support category under the resolution.
For Resolution No. 459/NQ-HDND, Hanoi will issue decisions to establish the Hanoi Technology Exchange and approve its organizational, management and operational model.
For Resolution No. 461/NQ-HDND, the city will approve a project to establish the Hanoi Innovation Center and direct the allocation of capital contributions and transfer of existing and necessary assets to ensure the center can operate immediately after establishment.
The Hanoi People's Committee will implement policies and tasks under the resolutions by promoting cooperation among the state, scientists and businesses to form research–production–commercialization chains that generate socio-economic value and, in turn, define new scientific and technological demands.
The city will prioritize budget funding for scientific research in key fields and in social sciences and humanities serving state management and socio-cultural development, while mobilizing social investment through partnerships and public–private cooperation.
Innovative startups will receive support to access capital from the venture capital fund, the City Science and Technology Development Fund and other socialized sources, while the city encourages private investment funds to partner with Hanoi.
Hanoi expects to attract experts, scientists and talented individuals to participate in the city's science and technology activities and advise on socio-economic development solutions.
The city will form and effectively operate an innovation and startup ecosystem and a capital science and technology market with the state guiding, encouraging and providing legal frameworks, supporting basic infrastructure and offering seed capital, while enterprises, organizations and individuals actively contribute resources and generate legitimate benefits for themselves and society.
A close attention is required to post-pilot legal reviews and to inspection, supervision, reporting and evaluation of policy implementation under the resolutions.
