On December 6, 2024, Vice Chairman of the Hanoi City People's Committee, Ha Minh Hai, signed Official Letter No. 4099/UBND-KSTTHC regarding the continued implementation of a major campaign to guide citizens in installing, activating accounts, and utilizing the iHanoi application features across Hanoi.

Hanoi has registered 1,633,840 new accounts on the iHanoi application as of November 27, 2024, an increase of 588,728 accounts compared to the period before the campaign began (representing 11.64% of the city's population aged 15 and older). There are still 4,467,117 individuals who need to be informed and encouraged to install and use the iHanoi app.
To further enhance the promotion and guidance efforts for citizens to effectively install and use the iHanoi application, the Hanoi People's Committee has directed relevant departments, agencies, and local authorities (districts, towns) to continue the high-intensity campaign until December 31, 2024.
Directors and heads of departments, as well as the presidents of district-level People's Committees, are required to take decisive action, urging local agencies and units to collaborate closely with the grassroots police force and take responsibility for the outcomes in their respective areas. They are also tasked with assigning the community digital transformation teams, led by local police, to play an active role as part of the Administrative Reform, Digital Transformation Steering Committee, and the implementation of Project 06. These teams will focus on promoting and encouraging citizens to install and use the iHanoi app through diverse and creative methods tailored to the specific conditions of each area.
At the end of the campaign, agencies and units, along with district-level People's Committees, must compile and report their results to the Hanoi People's Committee (via the City Police) by January 3, 2025.
The Hanoi People's Committee has also instructed the City Public Administration Service Center to urgently address any technical issues related to the iHanoi application to ensure smooth and efficient account setup, activation, and usage. The Center is to provide daily data on iHanoi accounts to the City Police (via the Police Department for Administrative Management of Social Order) by 10 a.m. for tracking, follow-up, and consolidation of iHanoi registration results across the city. Additionally, a focal point for coordination and technical support will be established to ensure effective assistance and guidance for citizens in using the app.
The Department of Home Affairs will lead, in collaboration with the Hanoi People's Committee Office and the City Police, to propose reward reports for individuals and organizations that have performed well, while evaluating and addressing the shortcomings of units that have not met the required standards. The report will be submitted to the Hanoi People's Committee as per regulations.
The City Police will coordinate with relevant units to summarize any challenges or issues encountered during the implementation of the campaign and report them to the Hanoi People's Committee and the Digital Transformation Steering Committee in accordance with regulations.
