Accordingly, the Hanoi People's Committee requires the implementation of the Action Program with the following key contents:
First, innovation in cultural communication activities of the capital in a modern and professional direction linked to economic growth. Digitized materials that have been approved will be transferred to digital platforms and linked to tourism products, heritage sites, craft villages, creative spaces, performing arts, and cuisine. Valuable materials will be collected, digitized, and gradually exploited in line with global technology trends.
A communication message system will be developed for different groups, including culture, heritage, tourism, cultural industries, creative city development, commerce, and economy. A Hanoi brand identity system, including images, symbols, and slogans, will be designed.
Hanoi's brand communication will be connected with cultural tourism products, experiential services, cultural industry products, craft villages, and commercial products, and linked to cultural, tourism, and trade promotion programs in key domestic and international markets.
Communication product packages will be developed, including promotional videos such as short films, TV commercials, digital clips, books, photos, and publications introducing Hanoi in multiple languages suitable for target markets.
The city will cooperate with KOLs and content creators, connect with businesses and digital platforms, and launch community communication campaigns.
A publication series titled "Hanoi Past and Present" will be compiled in a modern and accessible format suitable for different education levels, combined with digital communication formats such as ebooks, audio, and video, and integrated into cultural education activities in schools alongside experiential activities.
An e-book system and digital access platform will be developed. Selected books will be published in simplified and accessible formats to support the communication and promotion of Hanoi in international cooperation activities. Content will also be adapted into videos, graphics, comics, podcasts, films, and theater productions.
Second, institutions and policies will be improved in accordance with the Capital Law and cultural development planning linked to the Capital Master Plan with a 100-year vision.
Third, the city will develop and promote national values, cultural values, family values, and the standards of Vietnamese people associated with building the image of Hanoi citizens. Public awareness will be strengthened regarding cultural values and behavioral standards of Hanoi residents through education programs, cultural and social movements, and activities. Effective models and initiatives will be evaluated, recognized, and replicated.
Fourth, the city will promote the application of science, technology, innovation, and digital transformation as a breakthrough driver for cultural development. Digitized data will be integrated into the city's shared data system, and digital products such as video clips, digital archives, short documentaries, digital exhibitions, virtual tours, automated audio guides, QR codes, and online platforms will be developed and effectively used at tangible and intangible heritage sites and cultural institutions.
Comprehensive digital management solutions will also be developed and operated. Pilot locations include the Van Mieu - Quoc tu giam Culture and Science Center, Hoa Lo Prison, Hanoi Museum, Hanoi Library, Thang Long Water Puppet Theater, and other heritage sites in the city.
All relics, artifacts, documents, and scientific records at the Thang Long Imperial Citadel and Co Loa relic site will be digitized using GIS, 3D, VR, and AR technologies and integrated into virtual tourism platforms linked to digital heritage tourism products.
Fifth, Hanoi will develop a diverse and modern cultural and creative ecosystem in which businesses serve as a driving force and residents are both the subjects and the center, while cultural resources are properly identified and managed.
The city will prepare dossiers to propose the Prime Minister recognize special national relic sites, including Kim Lien Pagoda, Tran Quoc Pagoda, Den Va Temple, the Tan Vien Son Thanh worship relic complex in the Ba Vi Mountains, and the Ha Mo relic complex in O Dien Commune.
Dossiers will also be prepared to propose nine intangible cultural heritage elements for inclusion in the National Intangible Cultural Heritage List in 2026, and an additional 35 heritage elements by 2030.
A project will be developed to preserve and promote the cultural space of the Temple of Literature – Quoc Tu Giam complex toward the 1,000th anniversary of the establishment of Quoc Tu Giam within the overall 100-year vision plan of the capital.
The city will strengthen the collection of materials, cooperation with universities, and the development and restoration of classic plays, excerpts, and representative melodies of traditional art forms such as Cheo, Cai luong, water puppetry, and drama; integrate traditional performance programs into tourism services linked to heritage preservation; and develop human resources in cultural arts.
Regional cultural linkages between Hanoi and neighboring provinces, as well as provinces with large numbers of international tourists such as Ninh Binh and Quang Ninh, will be promoted to develop distinctive cultural and creative regions of the capital.
The city will develop distinctive cultural tourism products associated with cultural and historical spaces such as the Hanoi Old Quarter, the Hoan Kiem Lake – West Lake area, concentrated culinary zones, the Red River, Duong Lam ancient village, and other areas with potential to create attractive tourism products for Hanoi.
A digital map of Hanoi cuisine will be developed in connection with major tourism destinations within the city's tourism product system. The city will also develop themed culinary tourism routes combined with experiential activities and shopping.
Sixth, Hanoi will attract cultural and creative human resources, provide institutional support, performance venues, artistic performance forces, and business support for community art activities; assess human resource needs by 2030 with a vision to 2045; and develop relevant strategies and programs.
