On February 28, the Election Committee of Hai Ba Trung Ward held a conference to announce and meet candidates for the second-term ward People's Council for 2026–2031.
Chu Hong Minh, Secretary of the Party Committee, Chairman of the People's Council and Chairman of the Election Committee of Hai Ba Trung Ward, chaired the conference.
The event aimed to provide updates on the ward's socio-economic situation and national defense and security and to guide candidates in developing their action programs for upcoming voter meetings and campaign activities.
At the conference, Tran Trung Kien, Head of the ward's Culture and Social Affairs Division, announced the official list of 44 candidates for the second-term Ward People's Council for 2026–2031.
Nguyen Thuy Duong, Head of the Economic, Infrastructure and Urban Division, then reported on the ward's socio-economic, defense and security performance in 2025, as well as directions for 2026 and the 2026–2030 period.
In 2025, the ward's socio-economic situation remained generally stable. Most economic indicators exceeded those of the previous year, with all 10 targets assigned by the city and 19 targets approved by the ward People's Council expected to be fulfilled, including six surpassing the plan.
Building on these results, the Hai Ba Trung Ward People's Committee will continue to effectively implement socio-economic development tasks, maintain political security and social order**,** and focus on developing the ward toward a civilized, modern and sustainable urban model tied to improving residents' quality of life.
The ward Party Committee will synchronously implement policies of the central government and Hanoi, particularly the full-term action programs under the Resolution of the first Hai Ba Trung Ward Party Congress, striving to accomplish four key task groups and concentrating on three strategic breakthroughs during the 2025–2030 term.
The ward has continued to streamline its organizational structure under central and city guidance, promote growth and modernization, encourage private-sector development and accelerate science, technology, innovation and digital transformation.
It has also advanced cultural and educational development, ensured social welfare, built synchronized and well-connected infrastructure, improved resource management and strengthened environmental protection.
The ward has enhanced external relations, intensified anti-corruption and waste prevention efforts and ensured local defense and public order.
By 2030, Hai Ba Trung Ward aims to achieve modern, synchronized urban infrastructure and become a model of urban order with a growing service sector. By 2045, it aspires to develop sustainably as a prosperous, civilized and modern ward contributing significantly to the capital's growth.
At the conference, Vu Thanh Loan, Head of the Party Building Commission under the ward Party Committee, presented guidance for candidates on drafting their action programs.
Nguyen Hien Phuong, Chairwoman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward, announced the schedule for voter meetings with candidates for the 2026–2031 term.
