On January 25, Hanoi Party Secretary Nguyen Duy Ngoc said that promptly implementing key and urgent issues approved at the conference represents concrete action to realize the 18th Hanoi Party Congress Resolution, its action program and the spirit of the 14th National Party Congress.
These efforts will directly contribute to achieving growth of at least 11% in 2026 and during the 2026–2030 period, he said in his concluding remarks at the thematic conference of the 18th Hanoi Party Committee.
Ngoc said the conference outcomes also contribute to building three pillars of capital development: institutions, planning and new development models, aligned with establishing a double-digit growth model for Hanoi in a new era with a 100-year vision and beyond.
The Hanoi Party Committee assigned the Party Committee of the Hanoi People's Committee to fully absorb conference feedback, review and finalize submitted content and complete dossiers and procedures in accordance with regulations.
The committee also tasked its Inspection Commission with developing and implementing inspection and supervision plans for approved contents, programs and projects to promote implementation and promptly identify, advise on and address emerging obstacles.
The Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization must proactively guide communication to ensure the public clearly understands the Party's policies and resolutions, fostering consensus, support and active participation.

"Key and urgent tasks require the Hanoi Party Committee and all subordinate party organizations to act with unity, urgency, responsibility and determination, immediately getting to work with the spirit of acting now, acting fast, acting correctly, acting effectively and seeing tasks through," Ngoc said.
"The city must not miss opportunities, as emphasized by General Secretary To Lam and the Party Central Committee. Every decision and investment project must preserve traditional identity, shape cultural space and build innovation capacity, all to improve people's livelihoods and happiness and create breakthrough changes in 2026."
He also called on media agencies to coordinate closely in communication so the public understands correctly and supports the capital's development.
The thematic conference of the 18th Hanoi Party Committee reviewed and provided opinions on four key and urgent issues, including:
First, adjustments and additions to the total capital plan for the 2026 public investment plan funded by the city budget to ensure resources for key projects and create momentum for economic growth.

Second, adjustments to the Hanoi housing development program for the 2021–2030 period.
Third, the proposal for a multi-purpose urban area within Hanoi.
Fourth, investment policies for several projects implemented under National Assembly Resolution No. 258/2025/QH15 dated December 11, 2025 on piloting special mechanisms and policies for major and important projects in the capital, including:
One, the project to invest in, renovate and enhance the West Lake area and lakeside scenic transport routes under a PPP build-transfer contract.
Two, the National Highway 1A spatial corridor project is linked with urban renovation and redevelopment under a PPP build-transfer contract.
