Overview of the meeting.
The session focused on the final review of six important draft resolutions in the field of science, technology, and innovation that the municipal People's Council plans to adopt. These resolutions aim to concretize Capital Law No. 39/2024/QH15 and implement Resolution No. 57-NQ/TW of the Politburo.
Specifically, the resolutions include provisions on special policies for the development of science, technology, and innovation in Hanoi; mechanisms and policies on investment and support for the innovation and startup ecosystem in Hanoi under Article 23 of the Capital Law; and provisions on controlled experimental activities in Hanoi under Article 25 of the Capital Law.
They also include approval of the project "Establishment of the Hanoi Technology Exchange"; approval of the pilot project to establish the Hanoi Venture Capital Fund under Article 36 of the Capital Law; and approval of the project to establish the Hanoi Innovation Center.
Among these six drafts, the Department of Science and Technology has been assigned to lead the development of four.
These are the resolutions on specific policies for science and technology development; the resolution on investment and support for the innovation and startup ecosystem; the resolution on controlled experimental activities under Article 25 of the Capital Law; and the resolution approving the establishment of the Hanoi Technology Exchange (adjusting Project 1442).
The Department of Finance will lead the draft resolution approving the establishment of the Hanoi Venture Capital Fund. The Management Board of High-Tech Parks and Industrial Parks of Hanoi will lead the draft resolution on establishing the Hanoi Innovation Center.

This set of six resolutions is considered a breakthrough "policy package" that creates institutions and completes the innovation and startup ecosystem in the capital.
It will serve science and technology development in association with the implementation of Resolution No. 57-NQ/TW of the Politburo and Capital Law No. 39/2024/QH15.
At the meeting, representatives of the Department of Science and Technology, the Department of Finance, and the Management Board of High-Tech Parks and Industrial Parks presented the process of drafting and finalizing documents to be submitted to the City People's Council.
They affirmed that the drafting committees had seriously absorbed and addressed all feedback from units, experts, scientists, the Fatherland Front Committee, and the Economic and Budget Committee of the Hanoi People's Council.
They also incorporated suggestions from departments through workshops to refine the content in a clear, feasible, and policy-oriented manner.
Concluding the meeting, Standing Vice Chairman Le Hong Son stressed that the resolutions must not stop at consultation or issuance. They must be applied in practice to generate added value and drive socio-economic growth of the capital.
He asked departments to incorporate expert feedback to the maximum extent, continue consulting with experienced experts, and ensure that the resolutions are scientific, innovative, and creative, while maintaining rigor and safety.
He emphasized that the drafting must strictly follow all required procedures, especially internal processes.
He also noted that only one week remained before the session of the City People's Council. He urged the responsible units to promptly finalize the draft resolutions and to prepare implementation plans so that all resolutions can be launched simultaneously on January 1, 2026.
He said this would serve as a meaningful and practical milestone to welcome the 18th Congress of the Hanoi Party Committee. At the same time, he called for stronger communication on this "policy package" to build consensus among the public and society.
