The Hanoi People's Committee, the city's Transport Construction Investment Project Management Board, and the Hanoi Ring Road 4 Expressway JSC on September 6 broke ground on a new expressway project.
The groundbreaking ceremony took place in Noi Bai Commune. This project is part of the Ring Road 4 – Capital Region scheme.
This is the third component of the Ring Road 4 project, with total investment capital of VND56.3 trillion (US$2.1 billion).
It is a national priority infrastructure development, playing a crucial role in improving the transport network and strengthening regional connectivity.
Component 3 is carried out under the public–private partnership (PPP) model with the Hanoi Ring Road 4 Expressway JSC representing the investor consortium.
Construction is scheduled to last 30 months. The route will be over 113.5 kilometers long, including 103.8 kilometers of the main line and 9.7 kilometers of connecting roads towards the Noi Bai – Ha Long expressway.
Along the route, 13 elevated sections with a combined length of nearly 81 kilometers will be built, accounting for more than 71% of the project. The design also includes three major bridges across the Red River – Hong Ha, Me So and Hoai Thuong – along with eight interchanges and one fully completed interchange.
In its first phase, the project will have four lanes and a road surface width of 17 meters. The three large Red River bridges – Hong Ha, Me So and Hoai Thuong – are also part of this phase.
Speaking at the ceremony, National Assembly Vice Chairman Vu Hong Thanh stressed that this is a national priority project of strategic importance for improving the road network and boosting regional links.
The new highway will connect Hanoi with Hung Yen, Bac Ninh and other provinces in the region, while linking with national expressways and radial routes to form a modern and synchronized transport system across the Red River Delta.
The National Assembly approved investment policy for the Ring Road 4 project in Resolution No. 56/2022/QH15 on June 16, 2022, and the Government issued Resolution No. 106/NQ-CP on August 18, 2022 to implement it.
Once in operation, the project is expected to drive strong growth, attract investment, and stimulate the development of urban, industrial, and logistics zones along the route.
At the same time, it will help reduce congestion on existing infrastructure, shorten travel times, and open new growth space for Hanoi and surrounding provinces.

He emphasized that the project will expand development opportunities for Hanoi and nearby provinces, attract investment, and ease population pressure on central urban districts.
Once completed, it will reduce the burden on inter-provincial traffic passing through the center of Hanoi, especially the already overloaded Ring Road 3.
He added that completing Ring Road 4, together with the planned Ring Road 5 project connecting five provinces and cities before 2030, will form a regional transport network for Hanoi and its metropolitan area.
This network will ensure seamless links between localities, reduce congestion, and cut logistics costs.
The chairman also underlined that the project is of national significance, helping to complete the transport grid and reinforce regional ties.
He expressed hope that once operational, the expressway will become a powerful driver of growth, attracting investment and fostering the rise of new urban centers, industrial zones, and logistics hubs along its path.
It will also ease traffic on existing routes, save travel time, and create new development opportunities for Hanoi and nearby provinces.
Speaking on behalf of the contractors, Le Bao Anh, General Director of Construction Corporation No. 1 (CC1), said the project represents both great honor and responsibility.
With extensive experience and credibility from previous national projects, CC1 and its partners are committed to the highest determination to complete the task successfully.
For Component 3, CC1 is responsible for a significant workload, including more than 2.9 million cubic meters of earthwork, nearly 219,000 cubic meters of sand, over 335,000 cubic meters of concrete, more than 53,000 tons of steel, thousands of beams, and over 69,000 meters of bored piles.
According to Le Bao Anh, these figures reflect not only the size of the project but also the capacity and commitment of CC1.

At the groundbreaking ceremony, CC1, representing the contractors, pledged four commitments to the Party, State leaders, and local authorities.
First, they will uphold the highest responsibility, mobilizing resources in manpower, finance, equipment and technology to ensure scientific, decisive construction, meeting quality, design, progress, labor safety and environmental standards.
Second, they will strictly manage and use resources transparently and efficiently, preventing waste and misconduct to secure the project's economic efficiency.
Third, they will strengthen unity and cooperation among contractors and stakeholders, work closely with investors, consultants, authorities and local communities to resolve issues, respect local customs, safeguard community interests, and ensure security and order in the construction zone.
Fourth, they will promote labor emulation campaigns to build a positive, energetic work environment, motivating engineers and workers to fulfill their tasks with excellence.
