Hanoi has introduced a set of indicators, known as the Index (Phase 1), to strengthen state management and digital governance in line with the Government and the Prime Minister’s directives.
These include indicators for daily and monthly direction and administration, indicators for monitoring the implementation of annual socio-economic development plans, indicators for monitoring the fulfillment of tasks assigned by the Government and the Prime Minister, indicators for tracking progress on national target programs and key national projects through 2025, and indicators for direction and administration in emergency situations such as natural disasters, epidemics, and response and rescue.
The Index will continue to be supplemented and flexibly adjusted in line with regulations and the roadmap set out in Plan No. 246/KH-UBND dated September 10, 2025, to ensure it matches actual conditions and fully meets the requirements of direction, administration, and state management in the electronic environment.
The Office of the Hanoi People's Committee is the lead agency responsible for guiding and supervising departments and agencies in updating and reporting indicators through the city's reporting information system.
Departments and agencies are responsible for regularly reporting and updating the indicators. They must also proactively review, propose adjustments, and supplement indicator groups to ensure they align with practical conditions and the city's requirements for direction and administration.
