According to the dispatch, Vice Chairman of the People's Committee Nguyen Trong Dong instructed the City Police to urgently investigate and strictly handle any organizations or individuals discharging waste illegally into manhole 7.2 on Lang Street, Lang Ward, and to report the results to the People's Committee before October 15, 2025.

The City Police were also tasked with coordinating with the Department of Construction and the Department of Agriculture and Environment to conduct surprise inspections of units providing septic tank sludge suction and transport services, and to strictly handle unlicensed or improperly licensed activities, if any are detected.
Police at ward and commune levels were directed to increase patrols and promptly address any violations related to environmental sanitation.
The Department of Agriculture and Environment, the People's Committees of Nghia Do, Ngoc Ha, Giang Vo, Cau Giay, Lang, Yen Hoa, Dong Da, Thanh Xuan, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet wards and communes, along with the City's Project Management Board for Technical Infrastructure and Agriculture, were assigned to urgently carry out relevant tasks within their functions, responsibilities, and authority as requested in Document No. 7037/SNNMT-KS&TNN.
Their mandate is to ensure timely prevention and strict handling of any violations of environmental sanitation and to maintain proper environmental management across the To Lich River basin.
