Hanoi's initiatives in New Rural Development
Speaking at the ceremony, Vice Chairman of the National Assembly Le Minh Hoan emphasized that while urban areas reflect modernity, rural areas represent cultural identity. A country may be as advanced as others, but it will only be remembered and respected if it preserves its soul—its cultural and spiritual heritage rooted in the countryside.
He highlighted Hanoi as both a reflection of national socio-economic dynamism and a guardian of cultural traditions, spiritual life, and enduring human values.
Hanoi, he noted, has introduced many practical innovations in its NRD journey, such as model communes linked with tourism, promotion of organic and ecological agriculture, "Saturday for New Rural Development," "Green Sunday," and programs like "Every house numbered, every road named, mural and flowered streets."
The city has also measured citizen satisfaction in program implementation.

Vice Chairman Le Minh Hoan stressed that NRD is not only about paved roads, electricity, schools, and clinics, but about revitalizing rural life, changing the mindset of farmers and communities who dare to innovate and thrive legitimately.
The essence of the program lies in transforming rural living standards and making villages attractive places to live, visit, and return to.
Achievements and recognition
Chairman of the Hanoi People's Committee Tran Sy Thanh reaffirmed the city's development vision of "green – harmonious – sustainable," with rural areas as the foundation, urban centers as drivers, heritage as identity, culture as the core, and people as the principal actors.
When Hanoi began the program in 2010, its 401 communes averaged just one completed criterion each. After nearly 15 years, the program has become a far-reaching movement, mobilizing the entire political system and the public. Rural Hanoi has undergone a fundamental transformation.
The capital's economy has grown strongly, with GRDP in Q3 2025 estimated to increase by 8.85%. Agricultural output has grown over 3% annually, with agricultural exports surpassing 2 billion USD.
Rural per capita income rose from VND13 million (US$510) in 2010 to VND74.3 million (US$2,915) in 2024, the highest nationwide. Hanoi has eradicated poverty.
Infrastructure has modernized: all commune and inter-village roads are paved; all commune health stations meet national standards; over 95% of residents are covered by health insurance; and over 96% of schools meet standards.
More than 95% of households use clean water, and irrigation systems serve over 95% of farmland. From 2010–2024, the city mobilized more than VND185 trillion (US$7.26 billion), of which residents contributed over VND21 trillion (US$825 million).
By 2024, 100% of communes met NRD standards, with 229 upgraded communes (60%), 109 model communes (29%), and all 18 districts certified. Hanoi also leads the country in the OCOP program with 3,463 products, including nine 5-star products.
On June 22, 2025, the Prime Minister issued a decision recognizing Hanoi as having completed the NRD mission in 2024. On September 19, 2025, the President signed a decision awarding the First-Class Labor Order to the Party, government, and people of the city.
Future orientation
Chairman Thanh emphasized that completing the NRD mission marks not an end but a new beginning. With the two-tier local government model, Hanoi continues to prioritize agriculture, farmers, and rural development.
The city will focus on five key tasks: fully implementing central policies, enacting special mechanisms to modernize NRD, developing sustainable rural economies with ecological and organic farming tied to tourism, investing in education, healthcare, culture, and technology, fostering a modern farming class, protecting the environment, and ensuring national defense and grassroots governance.
He affirmed: "With the solid foundation achieved, the city's strong political will, and the people's unity, Hanoi will continue to advance as a capital rich in identity, modernity, civility, and happiness, where development is measured not only by growth figures but by the quality of life and well-being of its people."
At the ceremony, Acting Minister of Agriculture and Environment Tran Duc Thang presented the Prime Minister's certificate recognizing Hanoi's NRD completion. Vice Chairman of the National Assembly Le Minh Hoan awarded the First-Class Labor Order to the Party, government, and people of the city.
On this occasion, Hanoi Vice Chairman Nguyen Manh Quyen received the Third-Class Labor Order. Many individuals were also honored with Certificates of Merit from the Prime Minister and the Hanoi People's Committee for their contributions to NRD.
