The resolution regulates the organization and operation of Cultural Industry Centers across the city.

The plan aims to promptly and effectively implement Resolution No. 24/2025/NQ-HDND to establish a legal framework, mechanisms and policies for forming, organizing, operating, and supervising the activities of Cultural Industry Centers.
It seeks to promote the development of cultural industries, position Hanoi as a regional and global center of creativity and culture, contribute to economic growth, and enhance the spiritual well-being of its residents.
By 2025, the city targets the completion and approval of project proposals and the establishment of one or two pilot Cultural Industry Centers that leverage existing advantages in location, cultural spaces, and heritage resources.
In 2026, priority projects will focus on developing infrastructure, landscapes, and supporting conditions such as business culture, security, public order, food safety, fire prevention, and environmental protection at these centers.
Two to three specialized or multi-sectoral Cultural Industry Centers are expected to be established, concentrating on areas with competitive advantages. By 2030, ten Cultural Industry Centers will be developed under the Capital Law and Resolution No. 24/2025/NQ-HDND, each representing a specific area and forming a connected network across the capital.
Looking ahead to 2045, Hanoi envisions developing a large-scale, modern Cultural Industry Center along the Red River's floodplain areas, supported by a robust network of centers linked through shared digital platforms.
This system will create a vibrant cultural industry ecosystem that serves as a driving force for Hanoi's cultural economy.
Implementation Components
1. Promote public awareness and encourage the establishment of Cultural Industry Centers across the city.
2. Train and nurture high-quality human resources for cultural and creative industries.
3. Establish Cultural Industry Centers in accordance with the conditions outlined in Article 7 of Resolution No. 24/2025/NQ-HDND dated July 10, 2025.
4. Implement supportive measures to facilitate the operation of Cultural Industry Centers, including prioritizing land-use planning, allocating investment capital for construction, renovation, and infrastructure upgrades, and supporting the creation of cultural complexes.
The city will also encourage the use of digital technology and smart solutions, as well as prioritize the organization of cultural, artistic, and sports events at these centers.
5. Conduct inspections and report on the performance of Cultural Industry Centers, addressing violations, complaints, and operational issues.
Regular supervision will ensure effective management and operations, including periodic fire safety training and drills for organizations and businesses operating within the centers.
The municipal People's Committee has assigned the Department of Culture and Sports to act as the standing body of the City Appraisal Council, responsible for monitoring, urging, and inspecting implementation.
The department will regularly review, evaluate, and propose quarterly, semiannual, and annual reports; develop action plans; and carry out measures to support and manage Cultural Industry Centers effectively. It will also guide and facilitate administrative procedures and event licensing for cultural activities within these centers.
The plan emphasizes the need to ensure feasibility, alignment with practical realities, and harmony between preservation and development.
It highlights the importance of harnessing Hanoi's unique cultural strengths, maintaining diversity and equality in cultural expression, and balancing cultural, commercial, and service aspects in the operation of the Cultural Industry Centers.
