The plan aims to shift the City's direction and administration into an electronic environment. It applies modern technology and artificial intelligence to aggregate, measure, monitor, and analyze data, thereby improving advisory quality and supporting decision-making by the People's Committee and its leadership.
The plan also seeks to enhance transparency in information provision and policy implementation by agencies. It envisions forming an integrated digital information system and centralized data warehouse to serve direction, administration, and advisory work.
This "data brain" will support the City's Intelligent Operations Center (IOC), ensuring unified, seamless, continuous, and effective direction and administration in real time across the two-tier government system.
Implementation contents
First, the City will build an index system to support direction and administration. This includes indices connecting to and serving the Government and the Prime Minister's electronic direction and administration under Decision No. 1012/QD-TTg dated September 20, 2024, and guidance from central ministries. It also includes long-term indices for the City, indices by sector and field, and indices by thematic or specific requirements.
Second, the City will develop and operate operational scenarios in the electronic environment. These include online direction and administration scenarios under Decision No. 1012/QD-TTg dated September 20, 2024, and scenarios for socio-economic management, implementation of major programs and policies of the City, as well as sector-specific and thematic scenarios.
The People's Committee assigns the Department of Science and Technology to lead in advising and guiding development, management, and operation of infrastructure, platforms, data centers and shared databases.
These will ensure unified use and support data connection and sharing with the Government, ministries, and localities. The department will also guide and coordinate with the Office of the People's Committee and relevant agencies to connect and integrate data sharing between the City's information systems and those of the Government and ministries through the city's Local Government Service Platform (LGSP).
The city Police will take the lead, coordinating with the Office of the People's Committee and relevant agencies to ensure information security and cybersecurity for systems used in information provision, connection, integration, data sharing, and direction and administration of the People's Committee.
The People's Committee requires that the development of the index system and operational scenarios in the electronic environment must adhere to the principles outlined in Government Decree No. 137/2024/ND-CP dated October 23, 2024, and Decision No. 1012/QD-TTg dated September 20, 2024.
The index system and scenarios must allow flexible adjustments to fit real conditions. They must remain consistent with the National Digital Transformation Program, make full use of and build upon existing information systems and databases, ensure accuracy and timeliness, and avoid waste or duplication.
The plan stresses the need to strengthen connection, integration, sharing and use of information and data with the Government, ministries and other localities.
