The plan focuses on investing in infrastructure to address climate change and natural disaster prevention.
It aims to strengthen the resilience and adaptive capacity of natural, economic, and social systems to ensure sustainable livelihoods for residents.
It seeks to reduce disaster risks, minimize losses from extreme weather, and promote proactive responses to limit climate-related damages.
It also emphasizes improving air quality in urban areas, implementing measures to reduce greenhouse gas emissions, and shifting energy use toward a higher share of renewable energy.
The plan continues to investigate and evaluate the potential and value of important resources. It promotes sustainable planning, management, and exploitation while ensuring economical and efficient use of national resources.
The plan sets targets to control 90 percent of water exploitation activities, reduce water loss in supply to 10 percent, and address drought and water shortages in dry seasons across river basins and areas with limited water access.
It aims to ensure that more than 80 percent of rural households have access to clean water through centralized systems.
It requires 100 percent of industrial parks and clusters in the city to operate centralized wastewater treatment systems that meet environmental standards.
It mandates 95 percent of urban household solid waste and 90 percent of rural household solid waste to be collected and treated according to regulations, with a reduction in plastic waste and strict handling of hazardous waste.
The plan outlines six implementation measures.
First, it will enhance public communication, education, and awareness of compliance with climate change and environmental policies.
Second, it will improve the legal framework and policies to strengthen state management in climate response, resource management, and environmental protection.
Third, it will promote green transition, circular economy development, and just energy transition.
Fourth, it will update and improve plans to prevent and respond proactively to climate change and natural disasters.
Fifth, it will enhance efficiency in resource management through stronger basic surveys and rational exploitation with efficient use of natural resources. Sixth, it will allocate resources to address urgent environmental issues and actively prevent and control pollution.
The People's Committee assigns the Department of Agriculture and Environment to coordinate with departments and sectors.
These agencies will implement strategies, programs, and projects on resource management, environmental protection, and climate change response issued by the Government and central ministries.
Departments, district and commune People's Committees, and relevant units will coordinate with central agencies and organizations while carrying out their responsibilities in the city.
They will prioritize resources, ensure timely and quality implementation, and strengthen training to improve the capacity of staff, officials, and workers in climate change, resource management, and environmental protection.
The People's Committee requires proactive environmental protection while adhering to the principle of not trading the environment for short-term economic growth. It calls for a gradual shift from passive response to proactive prevention, control, and recovery.
It will continue to manage, protect, and expand forests while increasing forest cover and biodiversity conservation.
It will strengthen resource management and environmental protection toward sustainable development, while strictly preventing and penalizing violations of laws on resource exploitation and environmental protection across the city.
