From 6:00 a.m. the same day, traffic police at checkpoints and traffic diversion points coordinated with the military and local police units to deploy personnel and guide vehicles from a distance, preventing them from entering restricted areas during the preliminary review and rehearsal.

On ring roads and routes surrounding the rehearsal venue, functional forces focused on directing traffic in line with diversion plans previously announced by the Hanoi Police, ensuring security, safety and smooth traffic flow.
According to the plan, the first preliminary review and rehearsal of the security plan for the 14th National Party Congress took place from 8:00 a.m. on January 6, 2026, in the area in front of Stand B Square at My Dinh National Stadium, as well as along Le Quang Dao Street and Le Duc Tho Street, on the section from Me Tri–Le Quang Dao to Le Duc Tho–Tran Huu Duc, in Tu Liem Ward, Hanoi.
During the rehearsal, several roads were placed under absolute traffic restrictions, in accordance with official notices issued by the city police.

At traffic diversion points, conditions remained stable, with no congestion reported. Local traffic police units monitored real-time conditions and proactively adjusted traffic arrangements, flexibly opening and closing routes as needed. This approach ensured rehearsal requirements were met while accommodating residents’ legitimate travel needs.
In addition to traffic diversion and guidance, Road Traffic Police Team No. 6, serving as the core force, stepped up mobile patrols and controls on key routes. Violations of traffic order and safety were promptly detected and strictly handled, helping maintain discipline and ensure absolute safety during the rehearsal activities.

Alongside on-site forces, the Hanoi Traffic Police Division assigned officers to work at the Traffic Control Center. Signal systems on event routes were proactively adjusted to suit actual conditions.
Traffic conditions were also closely monitored through the AI camera system, enabling early detection of emerging situations and timely coordination with local traffic police teams to regulate traffic and prevent congestion.
Beyond traffic control duties, traffic police units in key areas mobilised officers and specialised vehicles to participate in parade formations serving the launch ceremony and rehearsal of the security plan.
Participating officers were carefully selected and professionally trained, with strong expertise and firm political resolve, ready to carry out the task of ensuring absolute security and safety for the Congress.
Previously, to serve the launch ceremony and rehearsal of the security plan for the 14th National Party Congress, the Hanoi Police issued official notices on traffic diversion for January 6, January 8 and January 10, 2026.

Specifically, from 7:00 a.m. to 12:30 p.m. on these days, vehicles were temporarily prohibited from traveling on Le Duc Tho Street, on the section from Le Quang Dao to Nguyen Hoang, and on Le Quang Dao Street, from Le Duc Tho to Me Tri and Chau Van Liem.
Exceptions applied to vehicles of participating forces, vehicles serving the rehearsal, vehicles holding security permits, and vehicles assigned to incident handling and recovery.

During the launch ceremony and rehearsal, the city police organized traffic diversions and routes for vehicles traveling between National Highway 32 and Thang Long Boulevard and vice versa, as follows:
Ho Tung Mau Street – Pham Hung Street – Thang Long Boulevard; or Pham Hung Street – Me Tri Street – Le Quang Dao Street – Thang Long Boulevard; or Me Tri Street – Chau Van Liem Street – Thang Long Boulevard.
National Highway 32 – Xuan Phuong Street – Provincial Road 70 – Thang Long Boulevard.
Ho Tung Mau Street – Le Duc Tho Street – Nguyen Hoang Street – Pham Hung Street – Me Tri Street – Chau Van Liem Street – Thang Long Boulevard and the reverse direction.
