Attending the conference were Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Members of the Standing Committee of the Hanoi Party Committee: Nguyen Lan Huong, Chairwoman of the Vietnam Fatherland Front Committee in Hanoi; Nguyen Doan Toan, Head of the Mass Mobilization and Propaganda Commission of the Hanoi Party Committee; and Vice Chairman of the Hanoi People's Committee Truong Viet Dung.

Overview of the event.
In the first half of 2025, the planned contents and tasks as well as unexpected and emerging tasks were decisively and proactively carried out by the front committees at all levels. In particular, the work focused on representing and protecting the legitimate rights and interests of the people in the new context, while actively supporting the government in completing policies for the socio-economic development of the capital.
For the last six months of the year, the Vietnam Fatherland Front Committee system at all levels in the city will focus on coordinating to ensure smooth organizational operation of the Vietnam Fatherland Front and socio-political organizations from July 1, 2025. The front will continue promoting democracy, representing and protecting the legitimate rights and interests of the people in the new context. It will strengthen supervision and social criticism, participate in anti-corruption efforts, and contribute to building a clean and strong Party and state.
At the conference, Standing Vice Chairman of the Vietnam Fatherland Front Committee in Hanoi Nguyen Sy Truong disseminated several documents related to the restructuring of the front's organizational apparatus and that of the socio-political organizations at various levels.
Speaking at the conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that the conference was held at a significant time, just days before the two-tier government model officially comes into operation on July 1. The Vietnam Fatherland Front Committee and its member organizations will also be reorganized under this new model.

He stressed that in any historical period, the people of Hanoi have always upheld a spirit of unity and solidarity. Therefore, although the Vietnam Fatherland Front Committee is transitioning to a new organizational structure, its mission and those of its member organizations remain unchanged and even more crucial within the two-tier local government model. The front is not only a bridge to gather and mobilize the people but also closely connected with them, playing a particularly important role in implementing tasks during the new phase of the revolution.
Permanent Deputy Secretary Nguyen Van Phong affirmed that the Vietnam Fatherland Front Committee and its member organizations have made significant contributions to the overall results of the city. Commending their achievements and contributions, he requested that the front and its members continue promoting awareness, starting with officials and extending to the public, to build support for major policies of the central government and the city.
He also requested that the front stay closely attuned to actual conditions, needs, and legitimate aspirations of officials and citizens, offer timely advice to Party committees, and coordinate with government authorities to address issues from the grassroots level, while also advising city leadership.
Nguyen Van Phong further urged the committee to participate in supervising the operation of the new apparatus from the beginning, with a constructive spirit. This, he emphasized, is a particularly important contribution at this time.
Immediately after the new apparatus is completed, he called on the committee to begin organizing Party congresses at the commune and ward levels, heading toward the Hanoi Party Congress. He described this upcoming congress as extremely significant in shaping the development of newly formed localities. Therefore, the front and its member organizations were asked to actively contribute to drafting the political documents for both the Hanoi Party Congress and for each commune and ward.
He also requested the Vietnam Fatherland Front to prepare well for its own congress right after the commune- and ward-level Party congresses, and moving toward the city-level congress.
In response to the directives of the Permanent Deputy Secretary of the Hanoi Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong said these directives would be translated into concrete actions in the front's work program for the second half of the year, and she highlighted some additional key tasks for the period.
During this historically significant transition, on behalf of the Standing Committee of the Vietnam Fatherland Front Committee in Hanoi, Nguyen Lan Huong extended deep gratitude and appreciation to front officials at all levels, particularly at the district and commune levels—those who have worked with dedication and responsibility in service of front work.
At the conference, on behalf of the Hanoi city government, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, authorized by the President of Vietnam, awarded the Third-Class Labor Medal to the collective of the Vietnam Fatherland Front Committee of Hanoi City for outstanding achievements in response and recovery from Storm No. 3 in 2024, contributing to the capital's socio-economic development.
He also, under the Prime Minister's authorization, awarded certificates of merit to the Democracy and Legal Affairs Board of the Vietnam Fatherland Front Committee in Hanoi and two individuals: Vice Chairwoman Nguyen Thi Kim Dung and Chairman of the Vietnam Fatherland Front Committee of Thuong Tin District Le Tuan Dung, for their contributions to the cause of building socialism and defending the nation.
Also at the conference, Head of the Propaganda and Mass Mobilization Commission of the Hanoi Party Committee Nguyen Doan Toan and Vice Chairman of the Hanoi People's Committee Truong Viet Dung awarded certificates of merit from the Chairman of the Hanoi People's Committee to nine collectives and seven individuals for achievements in the "Vietnamese People Prioritize Using Vietnamese Goods" campaign, and to one collective and three individuals for excellence in the emulation movement for work performance from 2023 to 2024.
Chairwoman of the Vietnam Fatherland Front Committee in Hanoi Nguyen Lan Huong awarded certificates of merit from the Committee to 14 collectives, while Standing Vice Chairman Nguyen Sy Truong awarded certificates to 14 individuals for their contributions to the "For Vietnam's Seas and Islands" Fund campaign in 2025.
Notably, at the conference, the Standing Committee of the Vietnam Fatherland Front Committee in Hanoi solemnly presented letters of appreciation to honor and thank the district-level front staff, especially 30 chairpersons of the Vietnam Fatherland Front Committees of districts, towns, and communes across the city.
