Hanoi ensures seamless operation of two tier administrative system

Vice Chairman of the City People's Committee Truong Viet Dung has signed Official Dispatch No. 4247/UBND-DMPT dated July 24, 2025, regarding the implementation of Conclusion No. 178-KL/TW issued by the Party Central Committee on July 17, 2025.

To effectively carry out Conclusion No. 178-KL/TW, the Hanoi People's Committee has outlined the following key tasks: The Department of Science and Technology will lead the implementation of Plan No. 02-KH/BCDTW, in coordination with the municipal Public Administrative Service Center and other relevant agencies. 

The focus is on ensuring smooth operation of the two-tier administrative system, improving the handling of administrative procedures, and enhancing the provision of online public services for residents and businesses. It is also necessary to secure the transmission lines, data systems, and information infrastructure required to support the new administrative structure.

The Hanoi Public Administrative Service Center and ward- and commune-level People's Committees are tasked with fully and promptly carrying out the assignments under Plan No. 02-KH/BCDTW. They must regularly review and assess progress and report on implementation outcomes. Suitable facilities, equipment, and working conditions must be arranged to support officials, civil servants, and the public during the transition to the new model.
