Representatives of the four units agree on a deal to boost digital transformation for their operation.
The Hanoi Party Committee on March 3 introduced a list of shared digital applications for three levels of government agencies, the Party, the Vietnam Fatherland Front, and political-social organizations in Hanoi.
The development and introduction of the apps were in line with the Hanoi Party Committee's Decision No.8258-QD/TU dated February 25, 2025.
The management and operations software includes an official email system, document and task management systems, and a paperless meeting application.
The professional management software features tools for planning work schedules, an AI assistant for document queries, an AI assistant for verification tasks, and a digital signature system for official use.
The introduction of these shared digital applications is an important step to improve management efficiency and build a modern and transparent political system. This aims to better serve citizens and businesses, contributing to Hanoi's sustainable development in the digital era.
At the event, the Office of the Hanoi Party Committee Office, the Office of the National Assembly Delegation and People's Council, the Office of the People's Committee, and the Public Administration Service Center signed a commitment to lead digital transformation.
This agreement aims to strengthen Hanoi's position as a leading locality in innovation and digitalization, following the spirit of "Capital's Vision, Hanoi's Action."
As per the agreement, the Hanoi Party Committee Office will issue an action plan to implement Resolution No.57-NQ/TW, ensuring that 100% of its 2025 work plans include digital transformation and innovation.
It will adopt shared digital applications from the Central Party Office, aiming for 100% of official documents and tasks to be handled digitally, launch the campaign "Capital Officials and Party Members Innovate for the People" to improve digital skills and integrate digital architecture across Party and government agencies.
Individuals receive commendations from the Hanoi Party Committee for their efforts in app developments.
The Office of the National Assembly Delegation and People's Council will use digital platforms for management, aiming for 100% of documents and files to be processed digitally.
The agency will develop a database of voter petitions from the 2021-2026 term, enhance petition-handling software, and expand its official website. Besides, it will collaborate with the Office of the People's Committee to create a system for tracking and enforcing resolutions and conclusions after council meetings.
The Office of the People's Committee will propose breakthrough policies for innovation and digital transformation to boost socio-economic development. It will develop a "Model Digital Office" using advanced technologies like AI, blockchain, and virtual reality, and work on integrated digital systems to ensure consistency across government agencies.
The Public Administration Service Center will ensure that 100% of essential public services reach level 4 (fully online), integrating big data and AI to assist citizens and businesses.
The unit commits to processing all administrative procedures digitally, raising citizen and business satisfaction to over 95%, and building a transparent, efficient digital public service ecosystem. It will also train staff in digital skills and establish a team of "Capital Digital Civil Servants" leading in public administration.
At the conference, the Standing Committee of the Hanoi Party Committee recognized and awarded 10 organizations and 10 individuals for their outstanding contributions to researching, implementing, and improving digital applications.
