The Hanoi People's Committee on July 19 issued Official Dispatch No. 4155/UBND-NC to implement Prime Minister's Directive No. 111/CD-TTg dated July 17, 2025.

The dispatch aims to promptly resolve difficulties, obstacles, and bottlenecks during the initial stage of operating the two-tier local government model.

The Hanoi People's Committee on July 19 issued Official Dispatch No. 4155/UBND-NC to implement Prime Minister's Directive No. 111/CD-TTg dated July 17, 2025.

The dispatch aims to promptly resolve difficulties, obstacles, and bottlenecks during the initial stage of operating the two-tier local government model.

It seeks to ensure smooth, uninterrupted, and effective governance in line with the directives of the Politburo, the Party Secretariat, General Secretary To Lam, the Government, and the Prime Minister.

Regarding information systems and data, the Hanoi Public Administrative Service Center is tasked with reviewing, upgrading, and optimizing the administrative procedure resolution system to ensure continuous 24/7 operation.

This work must be completed before July 30, 2025.

The configuration of digital administrative procedures must be finalized by July 25.

All online public services must be fully integrated to operate seamlessly, without being limited by administrative boundaries.

In terms of technical infrastructure, the Public Administrative Service Center and local People's Committees are required to review and allocate suitable facilities and equipment to avoid waste and improve service quality.

The Hanoi Department of Finance is responsible for reviewing and proposing budget allocations to provide essential equipment, prioritizing newly merged or under-resourced wards and communes.

For human resources, processes, and management, municipal departments and agencies must review and issue regulations on system operation, data connection, and sharing, to be completed before August 25, 2025.

They are also responsible for providing professional guidance to local-level officials.

The Public Administrative Service Center must train staff at branches and service points, with training sessions completed before July 25.

Configuration of fee and charge collection accounts must also be completed by that date.

Relevant departments and local authorities are required to register and set up fee collection accounts and submit them to the service center by July 22.

To improve support and communication, the service center and local governments must inspect and address the presence of unauthorized service brokers.

Strict action must be taken against officials who demand extra documents beyond what is required, especially when requesting VNeID verification or data matching.

The Hanoi Department of Home Affairs, through the municipal Civil Service Inspection Team, will strengthen oversight of units with citizen or media complaints regarding additional procedures or improper documentation requests.

The Hanoi Department of Science and Technology is responsible for coordinating the implementation of Plan No. 02-KH/BCDTW to ensure consistency, efficiency, and timely progress.

Local People's Committees are tasked with improving the performance of community digital technology teams and mobilizing support for residents.

They are encouraged to use AI-powered virtual assistants to provide guidance on administrative procedures and online public services.

Departments, agencies, and local governments are required to carry out assigned tasks and report to the Hanoi People's Committee.

The Public Administrative Service Center will serve as the coordinating body, responsible for monitoring, urging implementation, compiling challenges, and submitting reports for the city's decision-making.
