Under the decision, the committee will be headed by Vu Dai Thang, Chairman of the Hanoi People's Committee. Nguyen Xuan Luu, Vice Chairman of the Hanoi People's Committee, will serve as Standing Deputy Head of the committee, while other vice chairpersons of the city administration will serve as deputy heads.
The Director of the Hanoi Department of Finance will serve as a Standing Member of the committee.
Other members include directors and heads of city departments and agencies, including Agriculture and Environment, Planning and Architecture, Construction, Justice, Industry and Trade, Home Affairs, Health, Culture and Sports, Education and Training, Science and Technology, Tourism, Ethnic and Religious Affairs, the Hanoi Tax Department, Hanoi Police Department, the Office of the Hanoi People's Committee, and the Hanoi Inspectorate.
The steering committee is an inter-agency coordinating body tasked with assisting the Hanoi People's Committee in researching, directing, and coordinating the resolution of major cross-sector issues related to waste prevention and control.
The committee is also responsible for proposing solutions to effectively address specific issues and areas related to waste prevention across the capital, under the comprehensive leadership of the Party and public supervision.
The committee will focus on several key tasks, including communications, public awareness campaigns, and education to promote a culture of thrift and waste prevention; effective implementation of Party regulations and state laws on waste prevention; addressing root causes of waste while improving mechanisms and policies to unlock resources; and optimizing resources, streamlining the administrative apparatus, and accelerating administrative reform.
The Hanoi Department of Finance has been assigned as the standing agency of the committee.
The department will assist the Director of the Department of Finance, who serves as a Standing Member of the committee, in carrying out key tasks, including establishing the committee's supporting working group.
The department will also coordinate with the directors of the Departments of Agriculture and Environment, Construction, Justice, Culture and Sports, Hanoi Police Department, and other relevant agencies to advise the committee on annual city plans for implementing waste prevention measures.
The plans must clearly define responsible individuals, tasks, timelines, implementation roadmaps, inspection and supervision mechanisms, and accountable agencies and organizations.
In addition, the Department of Finance will advise the committee on issuing working regulations, assigning responsibilities to members, and developing the committee's annual work program.
The steering committee will use the seal of the Hanoi People's Committee and the seal of the committee's standing body in carrying out its duties.
The decision took effect immediately upon signing and replaces Decisions No. 6037/QD-UBND dated Nov. 20, 2024, and No. 1349/QD-UBND dated March 11, 2025, issued by the Hanoi People's Committee.
