On May 13, Party Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang conducted a field inspection trip and worked with investors, city departments and local authorities on the implementation progress of the Olympic Sports Urban Area Investment and Construction Project, including the Hung Vuong Stadium complex.
Removing obstacles and accelerating site clearance for the project
According to a report from the investor consortium, the Olympic Sports Urban Area Project, now renamed the Hanoi International Sports Urban Area, was approved by the Hanoi People's Committee under Decision No. 6276/QD-UBND dated December 17, 2025, which selected the investor for project implementation.
The project covers approximately 9,171 hectares across 11 wards and communes, including Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Tam Hung, Thanh Oai and Dan Hoa.
It is divided into four functional zones: a TOD urban area linked to Ngoc Hoi Station, a sports urban area, a tourism urban area and a sports complex.
To date, land measurement and ownership verification have been completed for the entire project area.
Local authorities have organized meetings to announce site clearance plans to residents while implementing land recovery and compensation approval procedures in several areas of Zone B.
The review and clearance work related to the 500kV transmission corridor, along with relocation and restoration of technical infrastructure, is also being coordinated.

The investor is currently concentrating resources on constructing the 135,000-seat Hung Vuong Stadium complex in Zone B, targeting completion by July 2027.
Many project components are underway, including foundation construction, floor beam installation and concrete column work.
Construction is also progressing on connecting roads, supporting infrastructure, landscaping, parking areas and preparations for such an international hotel project.
However, the project still faces many challenges, including delays in adjusting investment policy procedures, the slow selection of contractors for technical infrastructure restoration, workforce shortages for site clearance work and spontaneous roadside businesses around the construction area affecting aesthetics and public order.
Several components also remain hindered by unresolved land issues involving cemeteries, residential land, agricultural land and irrigation structures.
The investor proposed that the city quickly approve detailed investment policies, direct local authorities to accelerate site clearance and infrastructure restoration and establish a dedicated task force to shorten document processing time and ensure site handover progress in 2026.
At the meeting, leaders of Thuong Phuc, Dan Hoa, Thuong Tin and Tam Hung communes said that immediately after the city launched the Olympic Sports Urban Area project policy, local authorities established steering committees, assigned specific tasks to officials and organizations and strengthened communications efforts to build public consensus on site clearance.
During implementation, local authorities acknowledged the involvement of city departments and investors, helping improve public awareness and support for the project.
However, commune leaders also reported difficulties related to policies on service land, cemetery relocation, resettlement arrangements and handling long-standing residential land cases lacking complete legal documentation.

The communes asked for the city's support in resolving these issues while supporting investments in infrastructure, cultural facilities, transportation, vocational training and livelihood creation for residents after land recovery.
"The commune will continue strengthening leadership and supervision, including site clearance results in the evaluation criteria for officials and Party members, proactively monitoring public opinion and promptly resolve difficulties arising during project implementation," said Party Secretary and Chairman of the People's Council of Tam Hung Commune Bui Van Sang.
According to representatives of city departments, Hanoi has issued multiple support mechanisms related to compensation, support for crops and agricultural products, cemetery relocation and resettlement arrangements for residents in the project area.
Departments are also coordinating with local authorities to review resettlement land funds, prioritizing locations near former residences to ensure convenient living and production conditions for residents.
Representatives of the Hanoi Department of Public Security urged local authorities to strengthen public outreach efforts to encourage residents to hand over land and ensure project progress, while also asking investors and contractors to pay close attention to public security and traffic safety in construction areas.
Creating sustainable livelihoods for residents
Concluding the meeting, Chairman of the Hanoi People's Committee Vu Dai Thang emphasized that this is one of the first projects implemented under the special mechanisms granted to Hanoi by the National Assembly under Resolution 258/2025/QH15.

According to Thang, although implementation began less than five months ago, the overall structure of the modern sports complex has already taken shape through actual construction progress.
With the investor's capacity and support from authorities at all levels, the goal of completing the sports complex by July 2027 is achievable.
Thang acknowledged the investor's efforts and highly appreciated the decisive involvement of local authorities in site clearance work and support for construction of connecting infrastructure and the central stadium area.
Emphasizing that the project spans more than 9,000 hectares across 11 wards and communes in southern Hanoi, Thang said the project will be implemented in coordination with other major infrastructure developments such as the expansion of National Highway 1A, urban railway systems and high-speed railways, creating strong momentum for modern urban development in southern Hanoi.
Therefore, the Chairman of the Hanoi People's Committee requested local authorities to continue close coordination and accelerate site clearance work, aiming to complete all clearance activities before June 30, 2026.
For localities facing staffing shortages, the city will consider assigning additional personnel to ensure overall progress.
Chairman Vu Dai Thang also particularly urged local authorities to pay attention to vocational transition and sustainable livelihood creation for residents after land recovery.
Alongside rapid urbanization, the nature of residents' jobs and lifestyles will change significantly. Therefore, wards and communes need to proactively develop socio-economic plans aligned with the new urban planning framework.
Regarding site clearance, Thang requested local authorities to mobilize the entire political system, strengthen public outreach and consensus-building efforts and minimize forced land recovery when the city's mechanisms and policies are already sufficient and appropriate.

In addition, the Chairman of the Hanoi People's Committee asked departments, sectors and local authorities to continue proactively developing socio-economic development and growth scenarios aligned with the city's long-term planning to ensure sustainable urban development in the new period.
Also on May 13, Chairman of the Hanoi People's Committee Vu Dai Thang conducted a field inspection and worked with investors, city departments and local authorities regarding the southern development axis road investment and construction project along National Highway 21C.
During the inspection, the Chairman requested local authorities to complete site clearance before June 15 and open the road to traffic by September 2, 2026.
Local leaders said they are focusing maximum efforts on site clearance work and are determined to complete it in line with the city's directive before June 15, 2026.
