Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Decision No. 2364/QD-UBND dated May 7, 2026, approving a plan to implement Government Decree No. 60/2025/ND-CP dated March 3, 2025. The decree amends and supplements several articles of Government Decree No. 116/2020/ND-CP dated September 25, 2020, regarding tuition and living expense support policies for pedagogical students in the city.
According to the decision, eligible beneficiaries include university and college students enrolled in teacher training programs through full-time education, formal articulation programs and second-degree students pursuing full-time university or college teacher training programs whose first-degree academic performance was classified as excellent.
Under the plan, the city requires the identification of teacher training demands, budget allocation for assigning tasks or placing orders with teacher training institutions and the development of criteria for selecting pedagogy students that align with workforce needs.
The city will periodically review teacher shortages and surpluses by qualification level, educational level, training major and subject, while determining annual teacher recruitment needs to compile hiring demand forecasts.
Before June 15 each year, the Hanoi People's Committee will submit local teacher training demand for the following enrollment year, categorized by qualification level, educational level, training major and subject, to the Ministry of Education and Training using Form No. 03 attached to Decree No. 60/2025/ND-CP, while also publicly announcing the information through media channels.
Criteria for selecting pedagogy students eligible for city support include having permanent residency in Hanoi and obtaining admission scores to teacher training institutions that meet the city's reported workforce demand, submitted to the Ministry of Education and Training, ranked from highest to lowest until quotas are filled.
If more than one student qualifies for the final quota, additional criteria will be considered in descending order, including priority policy categories under regulations, average academic performance during the three years of high school and the student's registered institution based on the city's requirements.
At the same time, the city will publicly announce teacher training demand, results of task assignments and training orders with teacher education institutions, recruitment plans and job placement arrangements within educational institutions through mass media and relevant agencies after reporting annual training demand to the Ministry of Education and Training.
In addition, Hanoi will disburse funding according to decisions assigning tasks and ordering teacher training services with teacher education institutions under current regulations.
The city will guide the implementation of support policies for pedagogy students, monitor and supervise implementation and annually report results to the Ministry of Education and Training and the Ministry of Finance in accordance with regulations.
Hanoi will also organize or decentralize the recruitment of graduated pedagogy students who fall under assigned-task or ordered-training categories and arrange suitable job positions matching their majors within educational institutions under current regulations on civil servant recruitment and employment.
In addition, the city will guide procedures for monitoring, urging and notifying repayment collection for tuition and living expense support in cases requiring reimbursement under regulations.
The Hanoi People's Committee assigned the Hanoi Department of Education and Training as the standing agency responsible for advising and coordinating implementation of the plan, including identifying training demand, preparing budget estimates, guiding policy implementation and organizing recruitment of pedagogy graduates after graduation.
The Hanoi Department of Home Affairs is responsible for reviewing teacher recruitment demand, while the Hanoi Department of Finance will advise on budget allocation for implementing the policy. People's Committees of communes and wards will coordinate in monitoring and managing policy implementation locally.
The Hanoi Metropolitan University has been assigned to carry out training tasks, disburse support policies and coordinate reimbursement collection in accordance with regulations.
