Under the decision, the policy applies to university and college students enrolled in teacher training programs through full-time and formal bridging programs, as well as students pursuing a second degree in teacher training at university or college level under full-time programs, provided that their first degree achieved a "good" academic classification.
Regarding implementation, the city requires authorities to identify teacher training needs, allocate budgets for training activities or place orders with teacher training institutions, and develop criteria for selecting teacher training students in line with workforce needs.
Authorities will periodically review teacher shortages and surpluses by qualification level, education level, subject area, and discipline to determine annual teacher recruitment demand and compile hiring needs.
Before June 15 each year, the Hanoi People's Committee must submit the city's teacher training demand by qualification, education level, subject, and discipline for the following enrollment year to the Ministry of Education and Training using Form No. 03 attached to Decree No. 60/2025/ND-CP. The information must also be publicly disclosed through media and communication channels.
Criteria for selecting teacher training students eligible for city support include permanent household registration in Hanoi and admission scores for teacher training programs aligned with the city's identified needs already reported to the Ministry of Education and Training. Selection will be based on scores ranked from highest to lowest until quotas are filled.
If multiple students compete for the final quota position, additional criteria will be applied in descending order, including priority policy categories under regulations, average academic scores during three years of high school, and the educational institution registered by the student according to the city's requirements.
The city will also publicly announce teacher training demand, results of task assignments and training orders with teacher training institutions, recruitment plans, and job placement arrangements in educational institutions through mass media and related agencies after reporting annual training demand to the Ministry of Education and Training.
Funding will be disbursed in accordance with decisions assigning training tasks and ordering teacher training programs from educational institutions under existing regulations.
Authorities will provide guidance on implementing support policies for teacher training students, conduct inspections and supervision, and submit annual implementation reports to the Ministry of Education and Training and the Ministry of Finance.
The city will organize or decentralize the recruitment of graduating teacher training students who are subject to assigned tasks or training orders, while arranging job placements suitable to their specialization in educational institutions under current regulations governing public employee recruitment and management.
Authorities will also guide procedures for monitoring, urging, and notifying repayment collection for cases required to reimburse tuition and living expense support funds under regulations.
The Hanoi People's Committee designated the Department of Education and Training as the standing agency responsible for advising and coordinating the plan's implementation. The department will work with relevant agencies to determine training demand, prepare budget estimates, guide policy implementation, and organize recruitment for teacher training graduates.
The Department of Home Affairs is responsible for reviewing teacher recruitment demand, while the Department of Finance will advise on budget allocation for the policy. Commune- and ward-level People's Committees will coordinate monitoring and management of policy implementation in local areas.
Hanoi Metropolitan University has been assigned responsibility for conducting training activities, disbursing support payments, and coordinating reimbursement collection in accordance with regulations.
