The decision establishes the Task Force for Developing Specialized Smart City Standards and Criteria under the Hanoi People's Committee.
The head of the task force is Senior Lieutenant Colonel Duong Minh Tuyen, Deputy Chief of the Staff Division of the Hanoi Department of Public Security and Head of the Assisting Team for the City Smart Urban Development Coordination Council.
Task force members include leaders and specialists from city departments and agencies, with the standing body of the task force is the assisting unit of the City Smart Urban Development Coordination Council. Senior Lieutenant Colonel Nguyen Trung Kien, Director of the Hanoi Department of Public Security's Information and Command Center, serves as the focal point for communications, monitoring and implementation supervision.
The task force is responsible for researching and reviewing Party guidelines, State policies and laws, as well as directives from central authorities and the city regarding smart urban development.
It will also conduct investigations, surveys and assessments of technical infrastructure, digital infrastructure, databases, human resources and smart urban management and operation mechanisms across the city. Based on these assessments, the city will study and propose a set of smart urban standards and criteria suitable for Hanoi.
The task force operates on a part-time basis under the direct supervision of the Hanoi People's Committee and the head of the task force and it will dissolve automatically after completing its mission.
The head of the task force is responsible for directing all activities of the group, assigning duties to members, convening and chairing meetings, strictly implementing reporting procedures under regulations and promptly reporting difficulties, obstacles and issues beyond authority to Hanoi People's Committee leaders.
Task force members are required to participate fully in all activities, strictly carry out assigned duties and take responsibility before city leaders and the task force head for the results of their assigned tasks.
