Accordingly, the Hanoi People's Committee has assigned the Department of Agriculture and Environment, ward- and commune-level People's Committees, and other relevant agencies to widely disseminate and publicly announce the policy details and support levels outlined in Resolution No. 20/2025/NQ-HDND.

Local authorities are responsible for directly providing support to affected production facilities, ensuring accurate targeting, compliance with the approved scope, and proper application of support levels. They must also report the implementation results to the Department of Agriculture and Environment and the Department of Finance.

The Department of Agriculture and Environment will take the lead, working in coordination with the Department of Finance and relevant agencies, to consolidate the reports and advise the Hanoi People's Committee in preparing submissions to the Ministry of Agriculture and Environment, the Ministry of Finance, and the National Civil Defense Steering Committee, in accordance with Decree No. 09/2025/ND-CP.
