The Hanoi People’s Committee has assigned the Department of Culture and Sports to coordinate the program, ensuring it is organized safely, effectively, and in full compliance with regulations.
The department will draft the program scenario and design the special art performance titled “Hanoi – From the Historic Autumn of 1945.” It will coordinate with Vietnam Television (VTV) to broadcast the event live on VTV1, while also developing a media plan, conducting preliminary and final rehearsals, overseeing implementation, and reporting to the Hanoi People’s Committee.
The Committee has requested the Propaganda and Mass Mobilization Departments of the Hanoi Party Committee to guide press coverage, evaluate the content, and help coordinate invitations to leaders of the Party and State. The Hanoi Opera House is to collaborate with and support the Department of Culture and Sports in ensuring the event venue is properly prepared.
Relevant departments and agencies are also assigned specific responsibilities. The Hanoi Police Department, the Capital Command, and the Department of Construction must ensure security, traffic flow, and fire prevention. The Department of Agriculture and Environment must maintain sanitation and provide additional public restrooms. The Department of Health must ensure public health safety, disease prevention, and emergency medical services.
This includes preparing emergency response plans, allocating ambulances and medical staff, and ensuring adequate medicine, supplies, and equipment are available for any unforeseen incidents. The Department of Tourism is expected to increase public outreach and encourage domestic and international visitors to attend the event, while promoting Hanoi as a destination that is "Safe – Friendly – High Quality – Attractive."
