Phuc Tho Commune determined to become Hanoi's ecological urban hub

The Party Committee of Phuc Tho Commune on July 23 held the official session of its first Party Congress for the 2025–2030 term. This marked Hanoi's pilot commune-level congress.

Attending the event were Bui Thi Minh Hoai, member of the Politburo, Secretary of the Hanoi Party Committee, and Head of the National Assembly Delegation of Hanoi; Do Anh Tuan, member of the Standing Committee of the Hanoi Party Committee and Head of the Committee's Internal Affairs Division; Pham Qui Tien, Vice Chairman of the Hanoi People's Council; along with 220 official delegates representing more than 3,400 Party members across Phuc Tho Commune.

In his opening address, Nguyen Doan Hoan, member of the Hanoi Party Committee and Secretary of the Phuc Tho Commune Party Committee, emphasized that this congress took place in the context of a national reform campaign to streamline administrative structures.

The reform included restructuring administrative units and building a two-tier local governance model designed to be lean, effective, high-performing, efficient, and closer to the people. This model is meant to strengthen local governments' autonomy, creativity, accountability, and public service capacity.

With the motto "Solidarity – Democracy – Discipline – Breakthrough – Development," the congress aimed to review the implementation of the 2020–2025 term's resolutions, set strategic visions, goals, and tasks for the 2025–2030 period, and contribute feedback to the draft political documents for the 14th National Party Congress and the 18th Hanoi Party Congress.

This congress is a politically significant event that guides the Party organization and people of Phuc Tho in building upon past achievements, overcoming shortcomings, and uniting efforts to develop the commune into an ecological urban area. 

Phuc Tho Commune was officially established on July 1, 2025. It spans a natural area of 39.66 square kilometers and has a population of 75,425 people. The administrative boundaries include the entirety of the former Phuc Tho Town and five former communes: Tich Loc, Trach My Loc, Phuc Hoa, Long Thuong, and Phung Thuong.

Overview of the event. 

The Phuc Tho Commune's Party Committee currently comprises 104 grassroots Party organizations and more than 3,400 Party members. The Executive Committee of the Party includes 21 out of 33 members; the Standing Committee consists of 9 out of 11 members; and the Inspection Committee has five members.

Presenting the draft political report at the congress, Nguyen Doan Hoan stated that during the 2020–2025 term, the Party committees at all levels, local authorities, agencies, and units, building on the heroic traditions and lessons from previous terms, successfully achieved most of the targets set by the Party Congress. These results serve as an important foundation and source of encouragement for the Party, government, and people of the commune to collectively fulfill their political responsibilities in the upcoming term.

For the 2025–2030 period, the Phuc Tho Commune Party Committee has outlined six major focus areas. These include continuing to reform and strengthen Party building, ensuring the Party organization is clean and comprehensively strong; promoting the application of science, technology, innovation, and digital transformation; advancing green transition and attracting high-quality investment, particularly in high-tech product development; encouraging private sector growth by fostering large-scale, capable, and competitive enterprises; finalizing the general planning for the commune in alignment with Hanoi's development strategy to mobilize investment resources for modern socio-economic infrastructure; enhancing cultural development and social welfare to improve quality of life; maintaining political stability, public order, and security; and strengthening national defense readiness.

The Party Committee also identified four breakthrough areas. These include accelerating the development of science, technology, innovation, and digital transformation while ensuring cybersecurity; attracting investment to upgrade transport infrastructure, digital infrastructure, and especially inter-regional and inter-commune connectivity projects; developing high-quality human resources with an emphasis on innovation; and promoting cultural industries in parallel with ecological and spiritual tourism, aiming to preserve and elevate the value of local cultural heritage.

During the congress, delegates presented opinions and recommendations to improve the draft political report of the Party Committee of Phuc Tho Commune, contributing to shaping a comprehensive and forward-looking development agenda for the locality.

In her address at the congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai extended her congratulations to the officials, Party members, armed forces, and residents of Phuc Tho Commune, wishing the congress great success.

Emphasizing the profound significance of the event, Secretary Bui Thi Minh Hoai stated that this was the very first Party Congress of Phuc Tho Commune and also served as the pilot commune-level congress for Hanoi. She described it as a pivotal political milestone for the Party organization, the local government, and the people of the commune. This moment, she affirmed, marks the beginning of a new development journey—one that combines trust, aspiration, and responsibility in shaping the future of Phuc Tho as a model ecological urban area of the capital city.

Secretary Bui Thi Minh Hoai acknowledged that preparations for the congress were conducted swiftly, systematically, seriously, and with a high sense of responsibility. These efforts adhered closely to Directive No. 45, the conclusions of the Politburo, and the guidance from the Central Committee and the Hanoi Party Committee. 

The political report and the speeches presented at the congress reflected deep commitment, dedication, and thoughtful insight. She noted that the period from 2025 to 2030 will be a historically significant time for the nation. Hanoi and the country are entering a new era focused on building a prosperous, civilized, and happy society, with the ambition of becoming a developed, high-income nation by 2045. The Fourth Industrial Revolution and the rapid advancement of artificial intelligence will continue to have far-reaching effects on all areas of life.

Secretary Bui Thi Minh Hoai called on the congress to hold in-depth discussions that enrich the congress's theme and reinforce the political determination set forth by the Party Committee in its political report.

Regarding future responsibilities, she outlined six key tasks for the Phuc Tho Commune Party Committee:

First, based on an accurate assessment of opportunities, advantages, challenges, and difficulties, and drawing from past experience, the commune must commit to overcoming obstacles and making strong progress in the next five years. It is essential to mobilize all available resources and collective strength in the area to build and develop Phuc Tho into an ecological urban area of Hanoi.

To achieve this goal, the entire Party Committee, government system, all levels of administration, departments, and the Fatherland Front must further demonstrate dynamism and creativity. They must continue innovating in mindset and leadership style, act decisively in management and execution, remain close to the people, and respond promptly to legitimate public concerns. 

Responsibilities must be clearly assigned, with defined personnel, tasks, deadlines, and deliverables. It is important to eliminate hesitation and the avoidance of difficult tasks and to hold individuals accountable in handling administrative matters.

Immediately after the congress, the Party Committee Executive Board must lead the formulation of programs and plans to implement the resolutions. The committee must carry out the six key tasks and four breakthrough initiatives highlighted in the political report, set practical goals for 2030, and strive to meet or exceed these targets.

Second, the Party Committee must focus on leading economic development to ensure rapid and sustainable growth in tandem with social welfare. Economic growth should be balanced with social equity and environmental protection. 

The local government must create favorable conditions to attract investors and businesses. The commune should aim for an average annual economic growth rate of at least 11 percent. With a clearly defined economic structure that includes trade and services, industry and construction, and agriculture, the commune should focus on its areas of strength. It should promote cultural industries in conjunction with ecological and spiritual tourism, linked to heritage sites within and around the commune.

Third, the commune must strengthen land and construction management, improve the quality and efficiency of planning and regulatory oversight, and accelerate the development of modern and synchronized technical and social infrastructure. These efforts should align with effective land management and environmental protection while maintaining traffic order and safety. The commune must also address pressing public issues such as land use, construction order, and sanitation.

Fourth, the commune must make a strong shift in building a cultural identity and cultivating exemplary citizens of Phuc Tho who embody the values of the Doai region. These values include compassion, loyalty, mutual respect, and lawfulness. The commune should actively leverage its potential, strengths, and resources, while enhancing public-private cooperation in education, healthcare, and science and technology, with the goal of improving the material and spiritual well-being of the people.

Fifth, the commune must proactively prevent crime, ensure political stability, and maintain public order and safety. Authorities must closely monitor and respond effectively to emerging conflicts and incidents at the grassroots level to prevent escalation and avoid being caught off guard.

Sixth, the Party Committee must strengthen its leadership and internal discipline, improving the capacity and combat strength of Party organizations and their members. The commune must rigorously adhere to the principles of Party organization and activity. The study and implementation of President Ho Chi Minh's ideology, ethics, and style must be deeply and effectively integrated into Party building and the development of a truly clean, strong, and comprehensive local government. 

The commune must build a team of Party members, officials, and civil servants who are dedicated, responsible, and motivated to serve the Party and the people, placing collective interests above all else. Continuous learning and training must be encouraged to enhance qualifications, competence, ethics, and lifestyle. The Party Committee must also engage the public to foster unity and consensus and must support the supervisory and consultative role of the Fatherland Front and other political and social organizations.

At the congress, the Party Committee of Phuc Tho Commune presented a report summarizing the feedback and contributions to the draft documents for the 14th National Party Congress and the 18th Hanoi Party Congress for the 2025–2030 term. The congress also announced the official appointments to the Executive Board of the Party Committee, the Standing Committee, the Secretary, Deputy Secretary, and the Inspection Committee of the Party Committee for the 2025–2030 term. Nguyen Doan Hoan was appointed as Secretary of the Phuc Tho Commune Party Committee for the 2025–2030 term.
