Operating under the motto "Unity – Democracy – Discipline – Breakthrough – Development," the congress adopted the theme: "Building a prosperous, distinctive, civilized, and happy Hoan Kiem Ward by drawing on its scholarly and heroic heritage, fostering innovation, leadership, and creativity."
According to the political report presented at the congress, the 2020–2025 term faced significant international and domestic disruptions, particularly from the COVID-19 pandemic. However, Party Committees in Hoan Kiem, prior to administrative restructuring, responded with strong unity and determination.
They achieved meaningful progress across all sectors. The Party and governance systems were comprehensively strengthened, leadership approaches were modernized, and digital technologies were actively applied. The administrative apparatus was streamlined and optimized under the urban governance model, with transparent and context-driven personnel management.
The economy remained stable, with commerce and services accounting for over 98 percent of economic activity, reinforcing Hoan Kiem's position as a commercial and tourism hub. Urban infrastructure was systematically upgraded, including expanded pedestrian zones and a vibrant night-time economy. Cultural and social development advanced, heritage was preserved, and high-quality education, healthcare, and social welfare services were ensured. Public trust in the Party was reinforced through public engagement, direct dialogue, and the "Skillful Public Engagement" initiative.

Looking ahead to the 2025–2030 term, the Party Committee of Hoan Kiem Ward aims to lead innovation in governance and promote integrated development grounded in culture, digital transformation, and the knowledge economy.
By 2030, the goal is to establish a model Party organization characterized by exemplary leadership and discipline, and to transform Hoan Kiem into a smart, culturally vibrant, modern, and happy community. By 2045, Hoan Kiem is expected to become a model urban ward with comprehensive development, advanced governance capacity, and a prominent place in the legacy of the capital city.
In his directive remarks, Tuan emphasized the political significance of the congress, noting that this was the first ward-level pilot since the implementation of the two-tier local governance model.
He praised the thorough and well-organized preparations, highlighting the political report as a comprehensive and objective summary of the previous term's accomplishments. He asserted that the congress's success would provide momentum and valuable lessons for other localities in Hanoi.
Underscoring the special position of Hoan Kiem as a center of administration, politics, economy, and culture, Tuan called on the Party Committee to fully leverage its scholarly and revolutionary heritage, its unique geopolitical and cultural assets, and its pioneering and aspirational spirit to realize the new term's goals.
He also outlined five strategic priorities for the 2025–2030 term. First, digital transformation must be the strategic breakthrough, enhancing urban governance and improving public services. As the heart of the capital, Hoan Kiem should lead in developing e-government, smart city infrastructure, and modern, user-friendly platforms for residents, businesses, and tourists. Technology must serve as a new leadership tool, linked with administrative reform and operational transparency.
Second, preserving and promoting the cultural identity of Hanoi must remain a priority. As a historical and cultural center, Hoan Kiem should continue to pioneer creative cultural models, community arts, and heritage preservation, while improving public access to culture.
The ward should also strengthen tourism linked to distinctive commerce and services, develop high-quality pedestrian zones, boost the night-time economy, and build a creative start-up ecosystem in arts and culture to enhance its appeal to domestic and international visitors.
Third, urban renewal should focus on effective planning and management of the historical urban core. Hoan Kiem should continue detailed planning of its subdivisions, encourage investment in infrastructure upgrades, expedite the restoration of the Old Quarter and older neighborhoods, and increase public green spaces. It must strike a balance between preservation and development, and between heritage and modernity, to create a clean, green, and vibrant cityscape that reflects Hanoi's thousand-year legacy.
Fourth, ensuring political stability, public order, and social safety is essential. With many central government offices, embassies, and important political venues in its jurisdiction, the ward must actively monitor its situation, build a strong community security network, and respond swiftly to any incidents. It must decisively counter disruptive activities and uphold Hanoi's image as a safe, friendly, and attractive destination for tourists and investors.
Fifth, the Party Committee must remain clean, strong, and capable. It must improve leadership capacity and organizational strength. The Party Committee should continue to implement Central Party resolutions on organizational reform, closely align with the teachings and example of Ho Chi Minh, and raise the quality of internal activities.
A high-caliber cadre force—committed, ethical, and capable—should be cultivated. The committee must also intensify inspection, oversight, democratic engagement, and timely response to citizens' concerns.
In his concluding remarks, Mr. Tuan expressed strong confidence that the congress would mark the beginning of a renewed, sustainable, and dynamic term, one that matches Hoan Kiem's exceptional status in the heart of the nation. He affirmed that the Party Committee and Hanoi's leadership will continue to support the Party organization, government, and residents of Hoan Kiem in fulfilling their political mission and contributing meaningfully to the development of a cultured, heroic, modern, creative, and peaceful capital.
In closing the congress, Vu Dang Dinh, Party Secretary and Chairman of the Hoan Kiem People's Council, confirmed the success of the first congress for the new term. He emphasized the unity, wisdom, and political determination demonstrated by all Party members. He said the outcomes of the congress would serve as a solid foundation for entering the new term with renewed energy, heightened responsibility, and shared confidence.
The congress also announced official appointments, naming members of the Party Executive Committee, the Standing Committee, the Secretary, Deputy Secretary, and the Party Inspection Committee for the 2025–2030 term. These leaders, known for their political integrity, competence, ethics, and credibility, are entrusted to guide the ward in fulfilling its strategic goals. This leadership restructuring is a key step in enhancing the Party's capacity to meet new development demands.
Additionally, the congress appointed delegates to attend the 18th Hanoi Party Congress for the 2025–2030 term. These delegates represent the will, aspirations, and intellect of the Hoan Kiem Party organization and community, carrying hopes for a term marked by greater innovation, effectiveness, and unity across the city.
With full consensus, all delegates at the congress approved the resolution. The resolution, shaped by thorough preparation, lively debate, and insightful contributions, will serve as the guiding document for building a sustainable, modern, and civilized Hoan Kiem Ward. It will help the ward maintain its standing as Hanoi's leading center for administration, culture, commerce, and tourism.
