According to this document, in implementing Plan No. 354/KH-UBND issued by the Hanoi People's Committee on commemorative activities, the Hanoi People's Committee has instructed the Chairpersons of communal and ward-level People's Committees to strictly carry out the following tasks:
Based on directives from the Hanoi Party Committee and guidance from the municipal government, local authorities are tasked with creating detailed implementation plans suited to their conditions.
These plans must ensure commemorative activities are meaningful, cost-efficient, and effective while reflecting local realities. Communication efforts will be intensified in connection with the 80th anniversary of the August Revolution (August 19, 1945 – August 19, 2025) and National Day (September 2, 1945 – September 2, 2025), engaging public officials, workers, and residents citywide.
Local authorities are instructed to care for the people, especially officers and soldiers of the People’s Public Security Forces who have made outstanding contributions, along with families of fallen officers. They must also prioritize the renovation, repair, and beautification of memorials honoring martyrs and revolutionary relics, where applicable.
In addition, localities are responsible for maintaining technical infrastructure and environmental sanitation within their jurisdiction. Each area must develop and implement concrete plans to ensure public security and order, prevent fires and explosions, and guarantee absolute safety during the anniversary celebrations.
The financial resources to implement these tasks must be secured in accordance with the decentralized budget allocation system.
Local authorities must periodically consolidate and report the results of each activity. They are also required to review and propose awards for collectives and individuals who have made outstanding contributions to the successful organization of the commemorative events.
