Under the decision, the Steering Committee will be chaired by Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People’s Committee. Truong Viet Dung, Member of the Hanoi Party Committee and Vice Chairman of the People’s Committee, will serve as deputy head.
The committee comprises 27 members, including directors and heads of city departments and agencies. Additionally, 20 leading experts and scientists from universities, research institutes, corporations, and consulting organizations have been invited to join as advisors.
The primary function of the Steering Committee is to provide interdisciplinary consultation and coordination to assist the Hanoi People's Committee in the unified and synchronized implementation of strategies, policies, and solutions related to the development of science, technology, innovation, digital transformation, administrative reform, and the implementation of Project 06.
The Steering Committee is responsible for advising and making proposals to the Hanoi People's Committee and its Chairman regarding key directions, tasks, and solutions across these fields. It will propose policies, plans, projects, and programs, provide feedback on relevant content prior to submission, and ensure coordination across agencies and units. The Committee will monitor, encourage, inspect, and summarize the implementation of these tasks, as well as perform other assigned duties.
Simultaneously, three Working Groups have been established to assist the Steering Committee: the Working Group on Science, Technology, Innovation, and Digital Transformation; the Working Group on Project 06 Implementation and Administrative Procedure Reform; and the Working Group on Administrative Reform.
Members of both the Steering Committee and the Working Groups will serve concurrently with their existing positions and will receive remuneration according to applicable regulations. The Hanoi Department of Science and Technology has been designated as the Standing Agency of the Steering Committee.
The Office of the Hanoi People's Committee will act as the central coordinating body, responsible for compiling information, monitoring progress, and reporting. Departments, agencies, and ward-level People's Committees will submit periodic reports on implementation results to the Department of Science and Technology and copy them to the Office of the Hanoi People's Committee.
This decision takes effect from the date of signing and replaces Decision No. 605/QD-UBND dated January 30, 2024, of the Hanoi People's Committee.
