Hanoi Police pushes for digitalization

The Party Committee of the Hanoi Police on July 23 convened its 29th Party Congress for the 2025–2030 term.

Tran Sy Thanh, a member of the Central Party Committee, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee, attended and extended his congratulations. Also present were members of the Standing Committee of the Hanoi Party Committee, including Nguyen Lan Huong, Chairwoman of the Hanoi Fatherland Front Committee; Hoang Trong Quyet, Head of the Inspection Commission of the Hanoi Party Committee; and Nguyen Trong Dong, Vice Chairman of the Hanoi People's Committee. The event also welcomed leaders from related agencies and 299 delegates representing 9,123 Party members within the Hanoi Municipal Police Party Committee.

Overview of the event. 

In his opening remarks, Lieutenant General Nguyen Thanh Tung, member of the Standing Committee of the Hanoi Party Committee, Secretary of the Party Committee, and Director of the Hanoi Municipal Police, emphasized that this Congress is a politically significant event. It takes place as the entire Party, people, and armed forces prepare to commemorate the 80th anniversary of the August Revolution and National Day on September 2. The Congress also looks ahead to the 18th Party Congress of Hanoi and the 14th National Party Congress.

The event marks a historic milestone that continues the 80-year tradition of building, fighting, and maturing of the heroic Hanoi Police force. This force has demonstrated absolute loyalty to the Party and deep dedication to the people, committed to the principle of "sacrificing for the country, serving the people." It consistently upholds the spirit of being "pioneering, exemplary, and leading" in all aspects of operations and development, entering a new era of national advancement.

Lieutenant General Nguyen Thanh Tung stressed that the 29th Congress of the Hanoi Municipal Police Party Committee holds the important responsibility of objectively and comprehensively reviewing the outcomes of implementing the resolutions from the 28th Congress. This includes clarifying limitations, identifying their causes, drawing lessons learned, and setting directions, goals, and breakthrough solutions for the 2025–2030 term. 

The Congress is also tasked with reviewing the leadership and governance of the Party Executive Committee during the past term, electing a new Executive Committee composed of individuals who exemplify ethical integrity, intellectual capability, and leadership, and selecting delegates for the 18th Party Congress of Hanoi.

The political report presented at the Congress shows that during the 2020–2025 term, despite several favorable conditions, the Hanoi Police faced many difficulties and unprecedented challenges.

Overview of the event. 

Drawing strength from its 80-year revolutionary tradition of building, fighting, and growing, the Hanoi Municipal Police, under the comprehensive and close leadership and direction of the Central Public Security Party Committee, the Ministry of Public Security, the Hanoi Party Committee, the Hanoi People's Council, and the Hanoi People's Committee, successfully overcame all challenges. The Party Committee of the Hanoi Municipal Police fully and successfully implemented the goals and tasks set forth by the 28th Party Congress.

During the 2020–2025 term, the Hanoi Police Party Committee focused on synchronously implementing measures to improve the leadership capacity and combat effectiveness of grassroots Party organizations and the quality of Party members. The Party Committee directed the restructuring of grassroots Party organizations to align with the internal reorganization of the municipal police force.

Following the guidance of the Central Public Security Party Committee and the Ministry of Public Security, the Hanoi Police took the lead in organizational restructuring by eliminating district-level police offices, in line with the principle of "strong provinces, solid communes, and grassroots focus."

Accordingly, the force restructured commune-level police departments under the two-tier local government model, ensuring operational effectiveness starting from July 1, 2025. At the same time, the Hanoi Municipal Police took the lead in assuming four key responsibilities previously managed by other departments, ensuring continuity and efficiency in public service delivery.

In parallel, the Party Committee enhanced inspection and oversight work under the principles of "no forbidden zones" and "no exceptions." Party Committees and Inspection Commissions at all levels implemented the motto "Oversight must be broad; inspection must be focused and targeted." Special attention was given to inspecting and supervising the sense of responsibility and exemplary behavior of leaders, officials, and managers at all levels.

Party-building efforts related to personnel have increasingly demonstrated their role as a "key factor." The planning of Party Committee leadership was carried out rigorously, democratically, transparently, and publicly.

The Congress underscores the determination of the Hanoi Police Party Committee to lead in innovation, maintain absolute loyalty to the Party, serve the people wholeheartedly, and fulfill its mission of safeguarding national security and social order in the capital. With strong leadership, the force continues to contribute significantly to the development and safety of Hanoi, ensuring a stable foundation for the city's future growth.

Building on the achievements of the 2020–2025 term and with a strong spirit of innovation in mindset, awareness, and action, the Party Committee of the Hanoi Police Department has set out strategic directions, viewpoints, goals, breakthrough tasks, and key priorities for the 2025–2030 term.

Six key task groups have been identified. These include continuing to reform and strengthen Party building efforts to ensure the Party Committee of the Hanoi Police is truly clean, strong, and comprehensive. The leadership approach will be further renewed, aiming to improve quality, efficiency, and effectiveness. 

The Hanoi Police force will be developed to be clean, strong, disciplined, elite, and modern, capable of meeting the demands of the new era. The leadership will also focus on effectively fulfilling the mission of ensuring security and order and building a safe, orderly, and disciplined society. A central focus will be the implementation of strategic and breakthrough resolutions from the Politburo, known as the "four key pillars," which are intended to usher the country into a new era.

The Party Committee remains determined and persistent in upholding the Party and State's consistent stance on the fight against corruption, waste, and wrongdoing. This will be carried out within the functions and responsibilities of the People's Public Security Forces and the Hanoi Police. All resources will be mobilized to invest in modern infrastructure, equipment, and vehicles for the Hanoi Police.

The political report also outlines five key breakthroughs. These include radically reforming thinking on ensuring public security and order, especially regarding new, complex, and non-traditional issues; further innovating human resource management; completing processes and regulations to ensure consistency and coherence while tightening discipline and order; accelerating digital transformation and applying science and technology in policing; and being proactive in forecasting and responding to unprecedented challenges.

Under the motto "Solidarity – Democracy – Discipline – Responsibility – Breakthrough – Development," the delegates at the Congress contributed ideas to the Political Report of the 29th Party Committee of the Hanoi Police, the Political Report of the 18th Hanoi Party Committee, and other draft documents for the 14th National Party Congress.

The Congress elected the 29th Party Committee of the Hanoi Police Department for the 2025–2030 term, consisting of 27 members. The newly elected committee will be formally introduced this afternoon, July 23.
