In his opening remarks, Trinh Hoang Tung, Chairman of the People's Committee of Hoan Kiem Ward, stated that the ward was officially established under Resolution No. 1656/NQ-UBTVQH15, which restructured local administrative units.
In this context, the ward not only inherited a new geographical and administrative space but also embraced a significant responsibility: to develop a central district of Hanoi worthy of its stature—civilized, modern, culturally rich, and capable of a strong transformation in the digital era.

"This exhibition is not merely a showcase of technology—it is a declaration of reform by the Party Committee and government of Hoan Kiem Ward. It marks our entrance into a new era—an era of data, digital connectivity, and, most importantly, an era of modern governance thinking, where people are at the center, technology is the tool, and innovation is the driving force," said Tung.
Under the theme "Hoan Kiem – The Rise of a New Era," the exhibition presents to delegates and the public the initial achievements of the ward's ongoing digital transformation. It also outlines a forward-looking vision where every official, public servant, and citizen of Hoan Kiem will be an integral part of a dynamic, efficient, and humane digital ecosystem.
Visitors can experience various digital applications, including a touch-screen kiosk for accessing information about the congress, Party documents, data, and images; a virtual reality (VR) kiosk that offers 360-degree immersive journeys through the ward's cultural and historical spaces; interactive 3D mapping that tells the story of Hoan Kiem's development through light and vivid visuals; and an AI-powered virtual receptionist capable of voice interaction and motion recognition, offering users a modern and engaging technological experience.

These applications are not just technological demonstrations—they are practical tools already being integrated into the ward's governance to serve residents, businesses, and organizations. Chairman Trinh Hoang Tung noted that digital transformation is no longer a distant concept. For the Party Committee and government of Hoan Kiem Ward, it is a strategic choice and an essential path to enhance management capacity, service quality, and the effectiveness of government-public interactions. More importantly, digital transformation cannot succeed without a transformation in mindset.
According to Tung, the support and participation of public servants, political and social organizations, businesses, and most importantly, the people, are vital to the success of this process. Every smart device and digital platform introduced serves one unified goal: to deliver public services that are better, more transparent, and more effective.
