Prior to the session, Working Group No. 1 conducted inspections and field surveys to examine the arrangements for office headquarters and working conditions at four newly established communes. The group also identified existing challenges and obstacles in these localities to provide timely direction and resolution.

At the working session, Chairman of the Quoc Oai District People's Committee Nguyen Truong Son stated that to proactively prepare for the operation of the two-tier local government model, the District People's Committee had promptly directed relevant agencies to study, develop, and complete draft plans. As of now, the district has finalized the plans for the organizational structure, physical infrastructure, and human resources for the four new communes: Quoc Oai, Kieu Phu, Hung Dao, and Phu Cat. These communes have also developed operational scenarios and prepared the necessary conditions to pilot the two-tier government model starting from June 20.
Regarding financial plans, public investment, physical infrastructure, record archiving, and organizational structures, the district has developed detailed proposals and guided the four new communes in conducting trial runs. For office arrangements, the Administrative Service Centers in the communes have been reasonably assigned to ensure seamless processing of administrative procedures for residents.
To effectively prepare for the operation of the new communes, Chairman of the Quoc Oai District People's Committee Nguyen Truong Son proposed that the Hanoi People's Committee promptly issue decisions on the organization of public service units under commune-level People's Committees, such as Project Management Boards and units that deliver cultural and social services, so that communes have a foundation for implementation.

Appreciating the preparations made by Quoc Oai District in reorganizing administrative units, Standing Vice Chairman of the Hanoi People's Committee Le Hong Son emphasized that the reorganization aims to improve service delivery for the public. The new communes must urgently complete their office arrangements and set up administrative document reception points to avoid any service disruptions for residents and businesses.
The communes should plan to pilot the two-tier government model using hypothetical scenarios to ensure there are no errors when the system officially goes live. In particular, the communes must organize intensive training sessions on leadership and professional skills for the new administrative model and ensure that no documents are lost during office relocations.
For documents that have not yet been digitized, the city's departments and agencies must provide guidance to the localities on how to seal and store these documents securely, ensuring that no materials are lost. During the pilot phase, if any difficulties or problems arise, the communes must immediately report to the city for timely resolution.
