Before the working session, Vice Chairman Le Hong Son and members of Task Force No. 1 conducted field inspections to assess the working conditions at the proposed headquarters of the newly reorganized wards and to understand the difficulties and obstacles faced by the local units.

Reporting to Task Force No. 1, Chairman of the Ba Dinh People’s Committee Ta Nam Chien said the district has developed a personnel placement and reorganization plan based on the current staffing of its district-level departments, 13 ward-level People’s Committees, and affiliated public service units.
According to the plan, Ba Dinh Ward has been allocated 139 staff members, Ngoc Ha Ward 151, and Giang Vo Ward 152. In addition, a number of officials and public employees have been reassigned to newly established administrative units such as Hong Ha Ward and Van Mieu–Quoc Tu Giam Ward.
As of now, the units under Ba Dinh District are continuing to verify data, complete records, documents, and financial reports. The work is expected to be completed by June 25, 2025, with the transfer of budget estimates to the new administrative units to be finalized by June 30, 2025.
All documents and materials of the district People's Committee and its professional departments dated before 2024 have been reviewed, digitized, and stored according to regulations.
Remaining public properties are being reviewed by the district for repurposing into tourism information centers, innovation hubs, cultural spaces, or grassroots cultural facilities. The district People's Committee has directed and planned the locations, personnel, and equipment for the ward-level Public Administration Service Centers to ensure proper services for residents.
At the session, Task Force No. 1 took note of the challenges and issues raised by the local authorities to compile and report to the Hanoi People's Committee for review and resolution.

After hearing reports and feedback, Vice Chairman of the Hanoi People’s Committee Le Hong Son underscored the importance of implementing a two-tier local government model, calling it a significant policy decision that reflects Vietnam’s strategic vision in its next phase of development.
He stressed that the shift requires a streamlined, efficient, and modern administrative system. As such, he urged Ba Dinh authorites and the newly established wards to adopt a proactive and flexible approach in piloting the new model. At the same time, he emphasized the need to maintain social welfare, public security, order, and fire prevention across the district.
"The new wards in Ba Dinh must commit to being exemplary models in the reorganization of commune-level administrative units in the capital. The city's departments and agencies must provide specific guidance in areas such as education, health, construction, and culture to facilitate smooth implementation at the local level, avoiding disruptions in administrative procedures," Vice Chairman Le Hong Son stressed.
