Sharing an overview of Hanoi's development, Tuan said the city is preparing for its 18th Party Congress, which will set out new development directions.
He emphasized the role of infrastructure in promoting socio-economic growth and noted that as the economic hub of the Red River Delta and the country, Hanoi is implementing a comprehensive technical infrastructure program, especially in transport.
The city aims to have 15 urban railway lines by 2045 with a vision to 2065. In the first phase, from now until 2030, Hanoi plans to complete 96.8 kilometers of urban rail and prepare investment for 301 kilometers.
He added that in the next five years, the city will focus on finishing several key lines, which will require substantial investment. In this context, support from Chinese partners with strengths in capital and technology is highly important.
He welcomed the interest of major Chinese enterprises in Hanoi's transport projects and expressed hope that Guangzhou will join efforts to realize cooperation agreements with the capital, with a focus on infrastructure development.
Introducing Guangzhou's development, Vice Mayor Lai Zhi Hong said the city's GDP in 2024 reached over 3.1 trillion yuan (US$426.7 billion) and is home to more than 4 million businesses.

He valued Hanoi's sharing and stressed that in the context of growing Vietnam–China relations, Guangzhou is strengthening cooperation with Vietnamese localities, especially Hanoi, achieving strong results across many fields.
He highlighted favorable conditions such as high political trust and geographic proximity, expressing confidence that cooperation between the two cities will become more practical and effective.
During the meeting, delegates from both sides discussed issues of mutual concern and agreed to continue enhancing cooperation, prioritizing already signed areas.
Guangzhou enterprises introduced their strengths and expressed interest in participating in Hanoi's transport and environmental projects.
Vice Chairman Tuan welcomed their views and expressed hope that the two sides will continue fostering cooperation and development, with priority given to education and training, infrastructure development, and tourism promotion.
He tasked relevant Hanoi agencies to coordinate with Guangzhou to study the feasibility of proposed cooperation areas.
