Deputy Chairman of the Hanoi People's Committee Nguyen Manh Quyen on July 30 led a city delegation to work with Ba Vi Commune on its socio-economic development following the establishment of the new two-tier local government model.

Ba Vi is a mountainous commune that now covers an area of 81.27km2 and has a population of more than 26,600 people, comprising mainly Kinh, Muong, and Dao ethnic groups.

The commune's Party organization includes 51 grassroots-level branches with a total of 1,266 members.

In the first half of this year, the commune's total production value reached nearly VND967 billion (US$37 million), with trade and services accounting for nearly 52%.

Ba Vi is known for its traditional crafts, such as vermicelli made from canna starch, Dao traditional herbal medicine, and dried tea.

The commune currently has 12 preschools, primary and lower secondary schools. Most residents have access to clean, hygienic water, and there are no longer any poor households. The number of near-poor households stands at 51.

Under the two-tier local government model, Ba Vi Commune has a staff of 73 officials and public employees.

After one month of operation, the local government apparatus has remained stable and effective. Administrative procedures for residents and businesses are being handled promptly and efficiently.

Regarding Party activities, Ba Vi has completed the grassroots-level Party congresses and is preparing for the first Congress of the commune-level Party organization, scheduled for August 13-14, 2025.

At the meeting, Ba Vi authorities raised several proposals related to planning, basic infrastructure, the development of industry, handicrafts, tourism, and agriculture, as well as special policy mechanisms for mountainous areas.

After hearing opinions from city departments and agencies, Deputy Chairman Quyen emphasized that Ba Vi remains a difficult and remote area.

He urged the local government to continue making strong efforts with new thinking and new approaches in order to develop the commune in line with its existing strengths and potential.

Quyen asked the commune People's Committee to work closely with relevant city departments to quickly strengthen its staff, especially in key professional areas such as finance, education and training, and healthcare.

He also directed city agencies to organize training programs for the commune's personnel, using both online methods and on-site working groups to provide direct guidance.

Deputy Chairman Quyen called on the commune to focus on developing a master plan that ensures long-term, sustainable development.

The plan should highlight Ba Vi's strengths in tourism, services, and agriculture, with the aim of building a bright, green, clean, and beautiful community, he said.

In terms of industry and handicrafts, the commune should work towards developing eco-friendly industrial clusters linked with local traditional craft villages, Quyen added.

According to him, Ba Vi also needs to continue improving its core infrastructure, especially by expanding key traffic routes to support tourism and service development. It should also invest in launching spiritual, wellness, and sports tourism tours.

"The Party Committee, People's Council, and People's Committee of Ba Vi Commune must remain united and disciplined, creating a positive working environment for officials and public employees," Quyen said.

He added that the long-term development strategy for socio-economic growth, national defense, and security must be clearly defined in the first resolution of the commune's Party Congress, providing a foundation for the next development phase.

Regarding the commune's proposals, the Deputy Chairman assigned specific tasks to each relevant department to study and coordinate with Ba Vi authorities for timely resolution.
