The Plan aims to spread the spirit of innovation and entrepreneurship to the public so that TECHFEST Vietnam 2025 becomes not only an event for the startup community but a festival for all residents.
It seeks to strengthen multi-level connections among leaders, enterprises, startups, investors, experts and international organizations to build a shared network for sustainable development.
This will bring new technologies into an open public space for direct community engagement with advanced achievements such as AI, IoT, Metaverse and AgriTech and reaffirm the role of science and technology in society, positioning Hanoi as a national innovation hub and a center for knowledge, culture and technology.
The Plan calls for mobilizing social resources, unlocking creativity, promoting technology commercialization, supporting startup products and ensuring that no one is left behind in the era of technological transformation.
The event is scheduled to take place from December 12 to 14, 2025 at Hoan Kiem Lake and surrounding areas in Hoan Kiem Ward.
Participants will include leaders of the Party, State and Government, central ministries and local authorities, leaders of the Ministry of Science and Technology, Hanoi's Party Committee, People's Council and People's Committee, as well as universities, research institutes, corporations, international organizations, investment funds, startup communities, experts and domestic and international media.
The Department of Science and Technology is assigned as the standing agency and will lead the development of the program, detailed scripts and core activities.
These include the Opening Ceremony of TECHFEST Vietnam 2025, six thematic workshops and the design and exhibition of science and technology products, innovative startup products and international displays with technology matching activities. It will also carry out communication and promotion activities for the event.
The department will work with the Office of the People's Committee to arrange the City Hall auditorium for the "National Policy and International Cooperation Forum on Innovation and Startup Investment" and for the TECHFEST Opening Ceremony.
The Hanoi Police will coordinate with the Department of Construction and Hoan Kiem Ward to manage traffic flow, guide vehicles and ensure safety on streets around the event site. They will also arrange parking areas for delegates and guests.
The Department of Health will work with the Department of Science and Technology to develop a medical response plan covering emergency services, environmental sanitation, disease prevention and food safety throughout the event. It will coordinate with relevant units to implement the plan.
The Department of Tourism will work with the Department of Science and Technology to provide lists of tourist attractions, scenic spots, restaurants, hotels and accommodations near the venue for visitors and delegations.
Hoan Kiem Ward will ensure environmental sanitation and landscape management during the event. It will identify parking areas and public restrooms around Hoan Kiem Lake and provide locations for restaurants and cafes to support side activities such as consultation sessions, investment pitching, networking, investor meetings and talk concerts. The ward will arrange electric vehicles to transport delegates and ensure safe and smooth movement.
The Hanoi Youth Union will direct the Children's Palace to work with the Department of Science and Technology to arrange a location for receiving products from provinces and cities and for setting up the local food display area.
Hanoi Radio and Television will carry out communication before, during and after the event to ensure timely and comprehensive coverage. It will produce trailers and communication materials for broadcast on its channels and post them on the event's official media platforms.
