The Hanoi People's Committee on July 18 issued Official Dispatch No. 4134/UBND-DT, calling for urgent efforts to upgrade and clean up the urban landscape in preparation for major national celebrations.
The upcoming major events include the 80th anniversary of the August Revolution and National Day on September 2.
The Hanoi Department of Construction will take the lead and coordinate with the Department of Agriculture and Environment, the Department of Culture and Sports, the Department of Industry and Trade, local district and ward authorities, and other related units to survey, plan, and carry out improvements to key roads and priority areas.
This effort will focus on Ba Dinh, the country's political center, and major traffic routes.
The project will include resurfacing roads, repairing curbs, upgrading traffic signs and lighting systems, improving drainage, upgrading underground technical infrastructure such as electrical and telecom manholes, enhancing bus stops, cleaning up green spaces, flowerbeds, and medians.
It aims to ensuring the improvements are synchronized, sustainable, and aligned with urban aesthetic standards.
The Hanoi Department of Agriculture and Environment will direct sanitation service providers to strengthen waste management, ensuring timely garbage collection and preventing the accumulation of trash that affects the city's appearance.
Ward- and commune-level authorities and related units are instructed to inspect and upgrade sidewalks and parks, prevent encroachment on public walkways, organize the decoration of green spaces, and encourage residents to maintain hygiene and refrain from littering.
The city also calls on agencies, businesses, organizations, production facilities, households, and individuals to actively participate in decorating the urban space according to the criteria of being "Bright – Green – Clean – Beautiful."
Building owners are encouraged to install and operate artistic lighting systems on high-rise buildings, apartment complexes, and office towers.
Regarding improvements along both banks of the To Lich River, the Hanoi Department of Agriculture and Environment will direct sanitation service providers to coordinate with the Hanoi Department of Construction and relevant contractors to maintain and care for the trees and greenery in the area.
Agencies must agree on designated waste collection points for green waste, household garbage, and construction debris. All waste must be promptly collected and transported to the city's treatment facilities in accordance with regulations.
The Hanoi Project Management Board for Infrastructure and Agricultural Works must replant trees where needed, ensure proper care and trimming, and hand over the completed greenery system to the Hanoi Department of Construction for long-term management.
Sidewalks and any affected areas along the routes must also be fully restored to preserve the city's appearance and environment.
All departments, agencies, and local authorities are required to report their implementation results to the Hanoi Department of Construction, which will compile a final report for submission to the Hanoi People's Committee no later than July 30, 2025.
