The Party Committee of Hanoi Power Corporation on July 23 held its 4th Congress of Delegates for the 2025–2030 term. Member of the Standing Committee of the Hanoi Party Committee and Head of the Municipal Party Committee's Organization Commission Ha Minh Hai attended the event.

The 2020–2025 term was marked by numerous fluctuations and challenges. However, the Party Committee of Hanoi Power Corporation successfully upheld its tradition of unity, dynamism, and creativity, making concerted efforts to overcome all difficulties and challenges. The Party Committee led the corporation to excellently accomplish the goals and tasks set out in the resolution of the previous term's Party Congress.

Overview of the event. 

One of the most notable achievements was the successful fulfillment of the corporation's core political mission, ensuring a safe, continuous, and increasingly high-quality electricity supply. The commercial electricity output grew by an average of 5.46 percent annually, and there were no power shortages under any circumstances.

Key technical indicators such as power loss rates and supply reliability were achieved one to two years ahead of schedule. The Corporation mobilized over VND45 trillion, equivalent to approximately US$1.76 billion, in investment capital to complete and put into operation hundreds of 110kV substations and medium- and low-voltage transmission lines.

The Corporation also accelerated the construction of numerous sites on the 500kV circuit-3 transmission line, one of Vietnam's national key energy projects, contributing significantly to the country's energy security.

Notably, several substations in central Hanoi now employ advanced Gas-Insulated Switchgear (GIS) technology with modern, environmentally friendly designs that enhance urban aesthetics and ensure safe operations. Currently, all 110kV and 220kV substations are operated remotely without on-site personnel. 

Automation systems for the medium-voltage grid, remote metering, live-line maintenance, and online operational monitoring have been extensively deployed, positioning Hanoi as one of the leading cities in Southeast Asia in terms of smart power grid development.

In 2023, the Corporation ranked among the top four in Southeast Asia for grid reliability (SGI index), as evaluated by SP Group.

Overview of the event. 

Efforts to strengthen the Party and political system were given high priority, with innovations delivering significant results. The Party Committee strictly implemented resolutions of the Central Party, particularly Conclusion 21 on building and rectifying the Party and political system.

Leadership roles at all levels were consolidated, while the capability and integrity of Party organizations and members were enhanced. The Corporation admitted 798 new Party members, exceeding its target by 33 percent.

Innovative initiatives such as the “Four-Good Party Cell” model, digital transformation of Party activities, and IT-based Party member management were effectively rolled out. Comprehensive and focused inspection and supervision further contributed to building a clean and strong Party Committee.

Looking ahead to the 2025–2030 term, EVNHANOI aims to build a sustainable enterprise. The Corporation is committed to comprehensively fulfilling political tasks and performance targets assigned by the Hanoi Party Committee and Vietnam Electricity Group. It will continue to innovate and strongly apply advanced science, technology, and digital transformation. EVNHANOI aspires to become a leading power distribution enterprise in Southeast Asia.

During his address at the Congress, Mr. Ha Minh Hai commended the achievements of the Hanoi Power Corporation Party Committee in recent years. These achievements not only represent important contributions to the national power sector but also play a crucial role in the overall development of the capital, underscoring the Corporation's position and role.

Hai emphasized that the 2025–2030 period offers significant opportunities but also poses major challenges. The role of the power sector—and particularly EVNHANOI—must be further strengthened and broadened. He reiterated that "electricity must lead the way" to lay the foundation for industrialization, modernization, and building a prosperous, civilized capital.

Agreeing in principle with the orientation, goals, targets, and tasks set forth in the draft political report, Mr. Hai outlined four key areas for the Congress to discuss and adopt.

First, it is vital to clearly define the absolute guarantee of energy security for the capital in all scenarios as a central, continuous, and top political priority. The power sector must go beyond economic and technical requirements and take the lead in forecasting, planning, and infrastructure investment. It must develop a smart, flexible, and modern grid capable of meeting the increasing power demand of a mega-city while integrating renewable and new energy sources in line with global green transition trends.

Second, EVNHANOI must pioneer the successful implementation of a "dual transformation": comprehensive digital transformation and sustainable green transition, closely linked to the development of a circular economy, an essential path for rapid and sustainable power sector growth.

In terms of digital transformation, the Corporation must continue to promote deep digital integration, making it a core growth driver. It must not only apply but master core technologies such as Artificial Intelligence for load forecasting and grid operation, Big Data for analyzing consumer behavior, and the Internet of Things for asset management and system operation. EVNHANOI is determined to become a digital enterprise by 2030.

For green transition and circular economy development, the capital's power sector must play a central role in promoting energy efficiency and clean energy. It should also pioneer circular economic models in its business operations. Every official and Party member must serve as an active advocate for a green lifestyle and sustainable energy consumption, helping spread the spirit of responsibility for the future of the capital and the planet.

Third, the Corporation must continue to reform its corporate governance model, advancing toward digitalization, intelligent operations, and proactive international integration, while maintaining its role as a solid foundation of the capital’s economy. As essential infrastructure and a vital pillar of energy security, the power sector serves as a key driver of economic growth, high-tech industrial development, the semiconductor industry, and improvements in quality of life. Adopting modern, strategic, and creative governance, grounded in international cooperation, is fundamental for EVNHANOI to meet the demands of a rapidly transforming capital in the era of digitalization and global integration.

Fourth, the Party must continue to innovate its leadership approach to ensure direct, comprehensive leadership over all activities of the Corporation while respecting roles and authorities. The Party Committee must maintain internal unity, improve personnel quality, and build a cadre of officials and Party members, especially key leaders, with the integrity, capability, and resilience to meet the demands of the new era. In line with President Ho Chi Minh's teaching that "cadres are the root of all work" and "success or failure depends on whether cadres are good or bad," personnel work must be considered the most crucial of all priorities. Leadership quality, especially at the top, is decisive for the Corporation's sustainable development.

At the Congress, delegates elected 27 members to the Party Executive Committee for the 2025–2030 term. Nguyen Danh Duyen, Chairman of the Member Council, was elected Secretary of the Corporation's Party Committee.
