Local authorities are instructed to review and update disaster response plans in accordance with the "four-on-the-spot" principle (on-the-spot leadership, on-the-spot forces, on-the-spot supplies, and on-the-spot logistics). At the same time, they must enhance their responsibility in disaster prevention and response efforts, avoiding any form of complacency or passivity when disasters occur.
Authorities must proactively implement all necessary measures to ensure the safety of lives and property belonging to both residents and the State. They are also required to strictly comply with regulations on reporting disaster developments, incidents, damages, and response efforts to the city's Command for Disaster Prevention and Search and Rescue.
For wards and communes that suffered damage, such as fallen trees, collapsed roofs, or damaged workshops, during the thunderstorm on the evening of July 19, local leaders are required to immediately assess the situation, direct recovery efforts, assist affected residents, and ensure environmental sanitation to help people quickly stabilize their lives and daily routines.
The Department of Agriculture and Environment, which serves as the Standing Office for Disaster Prevention under the city's Command for Disaster Prevention and Search and Rescue, must maintain round-the-clock operations.
It is responsible for closely monitoring weather and disaster developments, proactively directing and urging localities to implement appropriate response measures based on real-time conditions. The department must promptly report and advise the Hanoi People's Committee on issues beyond its mandate.
Although the directive does not specify exact funding amounts, in past responses to similar disasters, emergency aid for local recovery, including cleanup, housing repairs, and assistance packages, has typically ranged from approximately US$100 to $1,500 per household, depending on the severity of damage and the city's budgetary capacity.
