According to the document, the municipal People's Committee has instructed departments, agencies, and commune and ward-level People's Committees to carry out digital transformation within their organizations in a synchronized and consistent manner, aligned with Hanoi's Digital Architecture Framework.
The goal is to ensure connectivity, data sharing, and interoperability between the city's databases and information systems with national and sectoral databases.
Agencies are also responsible for the accuracy, completeness, and timeliness of their data and for sharing it through the city's Local Government Service Platform (LGSP).
The Department of Science and Technology is assigned to lead and coordinate with relevant agencies to advise the municipal People's Committee on the issuance of Hanoi's Digital Architecture Framework.
The framework must be consistent with Decision No. 05-QD/BCDTW of the Central Steering Committee on science, technology, innovation, and digital transformation, which establishes an integrated, efficient, and data-driven governance model within the political system, as well as with Decision No. 3090/QD-BKHCN of the Ministry of Science and Technology on the National Digital Architecture Framework and its implementation guidelines.
The city's Police Department is tasked with developing and maintaining mechanisms to ensure cybersecurity and data protection, including incident response and recovery plans, in compliance with laws on cybersecurity, data security, and state secret protection.
The Office of the Party Committee, the Office of the National Assembly Delegation and the People's Council, and the Office of the Vietnam Fatherland Front Committee of Hanoi are requested to coordinate with the Department of Science and Technology to jointly develop Hanoi's Digital Architecture Framework.
The framework aims to ensure an integrated, effective, and data-driven model of governance across the city's political system.
