The department will work with units under the Ministry of Agriculture and Environment to enhance the use of monitoring systems, technology solutions and remote technical supervision to strictly control and penalize open burning of waste, straw and other agricultural byproducts.
The city will implement environmental protection support policies in agricultural production under the resolution of the People's Council. Weekly updates will be submitted to the People's Committee and reported to the Ministry of Agriculture and Environment.
Technical guidelines on solid waste management and environmental sanitation will be issued to reduce pollutants. The department will regularly inspect sanitation contracts under its authority to ensure clean conditions along major routes. It will also strengthen inspections of centralized solid waste treatment sites to maintain stable operations and prevent dust and odor during waste handling.
The department will supervise collection, transport and treatment units to ensure compliance with regulations. It will work with local authorities and enforcement agencies to raise public awareness and handle environmental violations and coordinate with media outlets to publish updates on air quality and promote measures to reduce air pollution.
The Department of Construction has instructed project owners and construction contractors to enforce strict dust control at all worksites, including barriers, vehicle washing points and mist spraying. Loose construction waste must be covered or bagged within project sites and during transport to prevent dust release.
All exposed soil areas at construction sites, including tree bases, school grounds, administrative areas and other public facilities, must be covered with green vegetation or protective materials. Dust monitoring systems using sensors, cameras and AI must be installed at all major projects with an area greater than 10,000 square meters.
The city will study and pilot mist spraying technology to reduce dust in residential areas, parks and roadways.
Authorities will coordinate with local police and ward governments to conduct inspections of construction and transport activities that pose high dust risks and may suspend works that violate environmental rules. The city will not issue permits for road and sidewalk excavation except in emergency cases during periods of severe air pollution.
The Department of Ethnic and Religious Affairs will launch a campaign to encourage religious establishments and residents to reduce the burning of votive paper and develop a long-term plan to change this habit.
The Department of Health will prepare public advisories and work with media agencies and local authorities to warn residents, especially older people, children and those with respiratory illnesses, to limit outdoor activities in the early morning and at night when VN_AQI is high.
Medical facilities in areas at risk of poor air quality must ensure adequate equipment and resources to handle sudden increases in respiratory cases during periods of thermal inversion and declining air quality.
The Department of Education and Training will advise schools to limit outdoor activities when air quality is rated Poor or worse. If VN_AQI rises to 301 or higher, schools will be required to suspend or adjust teaching schedules.
The Department of Culture and Sports will instruct media agencies to continuously update air quality information and track VN_AQI readings on the VNAir app.
The Hanoi Police will direct traffic officers to increase inspections of construction transport vehicles that lack proper coverings and spill materials, as well as vehicles that have exceeded their useful life or emit black exhaust.
Environmental police and local police forces will increase patrols to detect and punish illegal burning of industrial and household waste, particularly in craft villages and border areas.
The city will integrate security cameras and AI-supported traffic monitoring to detect violations involving uncovered materials and debris that cause dust dispersion. Agencies will also monitor waste collection, transport and disposal activities to detect improper handling and enforce penalties.
Local authorities are responsible for managing air quality within their jurisdictions and addressing pollution sources promptly or reporting them to higher authorities for coordinated action. Ward and commune leaders will be held accountable if severe air pollution occurs in their areas.
Local police will act as the main enforcement force and coordinate with functional units to patrol, detect and strictly punish illegal burning of household waste, straw and agricultural byproducts, and to eliminate the use of honeycomb coal stoves. Weekly clean-up campaigns will be organized every Saturday and Sunday to promote public awareness of environmental hygiene.
Based on real-time pollution levels, local authorities may instruct sanitation units to increase street sweeping and vacuuming, and to use specialized vehicles to spray water on major roads and city gateways. These activities will take place during off-peak hours at night and early morning before 6 a.m. to improve efficiency and reduce dust ahead of rush hour.
The city will increase inspections of construction sites and require contractors to collect and transport solid waste properly. Works that fail to meet environmental standards or cause dirt and mud to spread onto roads may be suspended. Transport vehicles that fail to cover materials securely will face strict penalties. The city also encourages the reuse of construction waste in accordance with technical standards to reduce overall waste generation.
Local authorities will play a stronger role in on-site supervision, enforcement and emergency response to local pollution incidents. The city will continue implementing its air quality management plan along with the Clean and Green initiative to raise public awareness.
Communities will be encouraged to help monitor burning of agricultural byproducts and activities at industrial, energy, transport and construction facilities, and report violations involving dust or emissions.
The People's Committee also requires production, business and service facilities, as well as environmental sanitation units, to enhance urgent measures to control air pollution across the city.
