Accordingly, the Hanoi Public Administrative Service Center is assigned to guide and support residents in submitting 100% of applications online for all household business registration procedures, which are already fully available as end-to-end online public services. Paper applications will only be accepted in cases where the household business has not yet been recorded in the National Household Business Registration System.
The center will also coordinate with the Department of Finance to connect and synchronize household business registration data from the National Business Registration Database, allowing this data to replace paper documents in administrative procedure dossiers, in line with Decision No. 50/QD-BTC dated January 14, 2026 issued by the Ministry of Finance.
At the same time, the center will take the lead in reviewing and restructuring administrative procedures under the authority of the Hanoi People's Committee, based on the use of enterprise registration data. This aims to replace paper-based components in application dossiers and ensure compliance with the Ministry of Finance's directives under Decision No. 50/QD-BTC.
People's Committees of wards and communes across the city are required to implement digital signatures for 100% of administrative procedure results related to household business registration starting May 1, 2026. Paper copies will only be issued in the event of technical issues that prevent digital signing.
Authorities are also tasked with informing and guiding residents on how to receive and verify digitally signed results. Applicants can log in to the National Household Business Registration Portal or the National Public Service Portal using their submitted account, search by application code or business code, and download results in electronic form with a valid digital signature.
Verification of digital signatures follows Circular No. 41/2017/TT-BTTTT dated December 19, 2017, issued by the Ministry of Information and Communications, with detailed guidance available on the website of the National Electronic Authentication Center at https://neac.gov.vn.
The State Bank of Vietnam, Region I Branch, is directed to instruct commercial banks operating in Hanoi to recognize the legal validity of digitally signed electronic certificates of enterprise and household business registration issued by business registration authorities. Banks must not require individuals or household businesses to submit paper copies when conducting transactions. Implementation results must be reported to the Hanoi People's Committee before June 15, 2026.
The Department of Finance will monitor and consolidate issues arising during the implementation process, provide timely guidance, or coordinate with the Agency for Private Enterprise Development and Collective Economy under the Ministry of Finance to support local wards and communes. Periodic reports will be submitted to the Hanoi People's Committee.
All departments, agencies, and units across the city are required to recognize the legal validity of digitally signed electronic household business registration certificates, in accordance with Clause 1, Article 85 of Decree No. 168/2025/ND-CP and Article 5 of Decree No. 30/2020/ND-CP. They must not request additional paper copies when processing administrative procedures or related matters.
