To ensure the completion of the 2025 tasks and the preparation of plans and budgets for 2026, the municipal People’s Committee has requested all departments, agencies and commune- and ward-level People’s Committees to act promptly. 

Each unit should review, implement, and complete its assigned duties in line with the conclusions of the Central Steering Committee and its Supporting Task Force on Science, Technology, Innovation, and Digital Transformation, as well as the city’s Plan No. 139/KH-UBND dated May 16, 2025.

Priority should be given to overdue tasks and those due in the fourth quarter of 2025. Implementation results must be reported to the Hanoi People's Committee (via the Department of Science and Technology) before October 14, 2025.

The city also instructs agencies to accelerate the disbursement of funds for 2025 activities related to science, technology, innovation, and digital transformation in accordance with regulations; proactively allocate, or propose allocation of, funding for the 2026 tasks.

At the same time, departments and localities are to actively carry out the city's Plan No. 190/KH-UBND dated July 18, 2025, which launches the emulation movement titled "The Whole Country Competes in Innovation and Digital Transformation in Hanoi for the 2025–2030 Period."

The People's Committee requires all departments, agencies, and commune- and ward-level People's Committees to strictly and fully implement the above instructions and maintain both periodic and ad-hoc reporting as required. 

Any challenges or difficulties arising during implementation should be promptly reported to the Department of Science and Technology for consolidation and submission to the Hanoi People's Committee for review and direction
