To carry out Resolution No. 86/NQ-CP dated November 4, 2025 of the Government on implementing priority tasks for the remainder of 2025, the Hanoi People’s Committee issues the following instructions.
All departments, sectors, and ward and commune authorities must effectively implement the Resolutions and Conclusions of the Central Government, the Politburo, the Secretariat, the General Secretary, other key national leaders, the National Assembly, the Government, and directives of the Prime Minister to complete priority tasks from now until the end of 2025.
They must also successfully deliver the 2025 socio economic development plan and strive to achieve the highest results for the 2021 to 2025 five year plan while prioritizing the following areas.
They must promptly assess the impact of natural disasters and storms to review growth scenarios and adopt effective solutions to ensure the city maintains a growth rate of at least 8 percent in 2025 and achieves double digit growth in 2026.
They must strengthen discipline in State budget collection and aim for an increase of at least 25 percent compared to the estimate, and disburse 100 percent of public investment capital.
They must complete the 2025 goals and tasks assigned under Politburo Resolution No. 57-NQ/TW and Government Resolution No. 71/NQ-CP, accelerate the effective use of national databases, and build shared digital platforms while improving the quality and uptake of full process online public services.
They must monitor and forecast extreme weather events and provide timely, accurate information on storms, floods, rainfall, and landslide risks so authorities and residents can respond proactively and safely to protect lives and reduce property damage.
Regarding the operation of the two tier local government model and administrative reform, they must ensure sufficient personnel, facilities, and equipment for ward and commune authorities and assign additional city level personnel to support local units. This is especially important for newly decentralized procedures that generate high volumes of applications such as land administration, civil status, construction, finance, and investment.
They must continue cutting and simplifying administrative procedures as directed by General Secretary To Lam under Notice No. 07-TB/CQTTBCĐ, by the Prime Minister under Telegram No. 201/CĐ-TTg, and by the Ministry of Justice under Official Dispatch No. 6723/BTP-CTXDVBQPPL. They must complete restructuring of online public service processes at the city and commune levels on the National Public Service Portal in 2025.
They must accelerate procedures for major projects to ensure that large scale and symbolic projects can commence on December 19, 2025 in celebration of the 14th National Party Congress.
The Department of Construction must urgently advise the city on reporting to the Prime Minister about policy research for green transport transitions, with priority given to preparing for restrictions on motorcycles and motorbikes using fossil fuels in the Ring Road 1 area in the near future.
They must ensure good preparation for the 2026 Lunar New Year, fully implement policies for people with meritorious service, other policy beneficiaries, and residents in disaster affected, remote, and mountainous areas, and ensure salaries and holiday bonuses for workers.
They must promote the campaign “Vietnamese people prioritize Vietnamese goods”, strengthen domestic consumption stimulus programs, and continue bringing Vietnamese products to rural and mountainous areas, especially during the New Year and Lunar New Year periods.
Vice Chairmen of the Hanoi People’s Committee will direct, inspect, and urge departments, local authorities, and related units to carry out the assigned tasks in their respective areas.
