The non-project "Scholarship Program for Children" has a total value of VND208.2 million (US$8,300) funded by ADRA USA as non-refundable aid. It will be implemented in Hanoi over one month from the date the decision takes effect.
The program aims to ease the financial burden of education and living costs for children of members of the Association of Persons with Disabilities, children with disabilities or children with severe illnesses and families facing financial hardship.
A total of 53 children will receive scholarships, each expected at VND300,000 ($12) per month per child, with higher support from VND500,000 ($20) to VND850,000 ($34) per month per child for those with particularly difficult circumstances due to disability or family conditions.
The program's main activity is providing scholarships to children of Association members, children with disabilities or children with severe illnesses and families in financial difficulty.
The Hanoi Association of Persons with Disabilities is fully responsible before the law and the Hanoi People's Committee for the accuracy, legality and integrity of the aid application.
The Association must receive and implement the program in line with its assigned functions and tasks, ensure quality, efficiency, safety and correct beneficiary targeting, without receiving foreign volunteers and without any commercial purpose, and ensure political security and social order in the city.
It must comply with all regulations of the State and the city on managing and using non-refundable aid outside official development assistance and is responsible for any losses, waste, corruption or violations within its management.
The Department of Finance is responsible for guiding the project owner in completing procedures for receiving the non-project aid in accordance with State and city regulations on managing and using non-refundable aid outside official development assistance and for guiding related financial management procedures and aid confirmation.
