Accordingly, in order to enhance the efficiency and quality of planning work, infrastructure investment, tourism product development, and to make the capital's tourism a spearhead economic sector with a modern and synchronized infrastructure system, the Hanoi People's Committee requires relevant departments, agencies, and the People's Committees of districts, towns to focus on implementing several tasks:

Promote the application of information technology and digital transformation in the tourism sector
The Hanoi Department of Tourism shall take the lead in effectively implementing and achieving the objectives and targets set out in the Plans: No. 191/KH-UBND dated September 30, 2020; No. 287/KH-UBND dated November 30, 2023; No. 169/KH-UBND dated June 4, 2024; and the directives of the City People's Committee in document No. 1192/UBND-KTN dated February 23, 2024, regarding the implementation of Directive No. 08/CT-TTg dated February 23, 2024, of the Prime Minister on comprehensive, rapid, and sustainable tourism development in the coming time.
At the same time, proactively provide complete information about the Tourism System Planning for the period 2021–2030, with a vision to 2045, and the Implementation Plan to Departments, agencies, People's Committees of districts, towns, associations, organizations, and individuals engaged in tourism services in the city area.
Take the lead, in coordination with the Department of Planning and Architecture, the Hanoi Institute of Construction Planning, to review tourism-related plans and projects in the city area, ensuring synchronization and consistency with the content of the Tourism System Planning. Study and update the contents of the Tourism System Planning into specialized plans and sub-regional plans in the city area.
Strengthen state management of tourism in the city area; focus on organizing training and professional development for tourism management officials and service workers at tourist destinations. Improve the quality of appraisal and recognition of tourist sites and tourist areas in the City area, ensuring compliance with the provisions of the Tourism Law and related legal regulations.
Promote the application of information technology, digital transformation, and ensure network information security in the tourism sector; focus on key tasks: digitizing data on tourist areas, tourist sites, and tourism service establishments; building a digital tourism map system of Hanoi; maintaining and operating the tourism sector data management system.
Develop plans to organize events, festivals, and tourism activity chains in a professional and distinctive direction. Implement major, professional product promotion programs at international tourism fairs. Develop tourism destination promotion campaigns for Hanoi on domestic and international television and media channels.
Accelerate the implementation of tourism planning
Hanoi is intensifying efforts to implement key cultural and tourism projects as part of its broader development agenda. The city aims to upgrade infrastructure, attract investment, and enhance the quality of tourism services across districts and towns.
The Department of Finance has been tasked with leading the development of Hanoi's 2025 public investment plan and the 2026–2030 medium-term public investment plan, in coordination with relevant units. Priority will be given to transportation infrastructure and tourism service projects at key tourist sites. The department will also work with the Department of Tourism to compile a list of tourism projects in need of investment and advise on organizing an investment promotion conference targeting large enterprises.
The Department of Planning and Architecture, in partnership with the Department of Tourism, the Hanoi Institute of Construction Planning, and local People's Committees, will review and integrate tourism investment content into the city's general and sub-regional planning. Emphasis will be placed on fast-tracking the development of three key tourism areas identified in Vietnam’s national strategy for tourism development by 2030: Ba Vi, Hoan Kiem Lake and Old Quarter, and the Huong Son (Perfume Pagoda) complex.
The department will also coordinate with districts to plan large-scale 4–5 star accommodation complexes in central, well-connected, high-potential locations to attract higher-end tourism.
The Department of Construction, together with Ba Dinh and Hai Ba Trung districts, will focus on accelerating renovation projects for Thong Nhat, Bach Thao, and Thu Le parks, aligning with the city’s open space and themed development approach.
It will also work on expanding electric bus infrastructure, upgrading bus stops, and rolling out bilingual Vietnamese-English signage to improve connectivity to tourism sites. Simultaneously, the department will guide the development of waterway ports and mixed-use tourism port systems to enhance tourism transportation.
The Department of Culture and Sports will lead the development of new Commercial and Cultural Development Zones and Cultural Industry Centers, aiming to pilot some models in 2025–2026. It will also fast-track projects to restore and promote cultural relics linked to tourism development.
The Department of Agriculture and Environment, in coordination with the Department of Tourism and local governments, will review and integrate tourism investment projects into annual land-use plans, while accelerating work on mapping and classifying forest areas to support eco-tourism, agricultural tourism, and rural tourism initiatives. It will also monitor and propose actions for long-delayed or underperforming tourism projects.
The Department of Industry and Trade, in collaboration with relevant agencies, will continue developing a Design, Creativity, and Sales Center for OCOP products and craft villages, and push ahead with procedures to attract investors for a new Outlet zone in northern Hanoi by 2025.
District and town-level People's Committees are expected to propose sub-regional tourism plans, identify areas with national tourism potential, and allocate local budgets to develop key tourism infrastructure and restore historical and cultural sites.
They must also strengthen oversight of investors’ compliance with approved policies and construction permits and coordinate with departments to handle violations effectively.
The Hanoi Tourism Corporation has been directed to develop a plan to implement Directive No. 09/CT-TTg (March 21, 2025), which calls on state-owned enterprises to drive double-digit economic growth and contribute to sustainable national development.
All relevant departments and local authorities are urged to accelerate implementation, ensure timely completion of key projects, and report promptly to the Hanoi People’s Committee. They must also guide localities in preparing documentation to seek recognition for city-level and national tourism sites, per existing regulations.
