Hanoi has launched a citywide emulation campaign on innovation and digital transformation.
The Hanoi People's Committee on July 18 issued Plan No. 190/KH-UBND to implement the emulation campaign "The entire country emulates innovation and digital transformation" in the capital from 2025 to 2030.
The campaign aims to mobilize the strength of the political system, businesses, and citizens to foster a culture of innovation, strengthen digital transformation, and recognize outstanding contributions.
It also supports Hanoi's goal of meeting and exceeding targets set in Resolution 57 and reforming public management and operations.
Participants include Party agencies, government departments, mass organizations, district and commune-level units, as well as public employees, businesses, and research institutions.
The campaign focuses on seven key areas: raising awareness on innovation and digital thinking, developing infrastructure for science and technology, promoting digital transformation in government and administrative reform, and building a digital economy and encouraging tech enterprises and startups.
Other key areas are advancing digital society through education and public digital literacy, ensuring cybersecurity and protecting national sovereignty in cyberspace, and expanding international cooperation in innovation and digital development.a
To implement these goals, the city will strengthen leadership accountability, boost public communication, highlight best practices, and regularly assess progress.
The campaign will unfold in two phases. The first phase (2025–2027) will focus on launching activities and conducting a midterm review. The second phase (2027–2030) will build on those efforts and conclude with a final evaluation.
Specific criteria are set for each group of participants. Government agencies will be assessed on task performance, policy advice, public service delivery, and cybersecurity.
Mass organizations will integrate the campaign into community outreach, and businesses are expected to show strong digital transformation and innovation.
Individuals will be recognized for task completion, creative ideas, and verified digital skills.
Outstanding contributions will be honored with various awards, including Government Emulation Flags, Certificates of Merit from the Prime Minister, and commendations from the Hanoi People's Committee.
The Hanoi Department of Science and Technology will provide technical guidance and finalize evaluation indicators.
The Hanoi Department of Home Affairs will oversee implementation, while the Hanoi Department of Culture and Sports will lead communication efforts in line with the city's messaging strategy.
All departments, districts, and participating units are required to build action plans, identify exemplary models, and report results.
Enterprises, research institutes, and educational institutions are also encouraged to join innovation programs and share their achievements.
