Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Plan No. 99/KH-UBND dated March 12, 2026, on organizing the Action Month on Occupational Safety and Health and Workers' Month 2026.
The plan aims to raise awareness and promote respect for the rule of law, creating a peak period of communication and education to strengthen responsibility and compliance with occupational safety and health regulations among authorities, sectors, localities, businesses and workers.
It also promotes concrete action programs to prevent workplace accidents and occupational diseases under the principle of "proactive, effective, early and from afar," with emphasis on applying artificial intelligence and digital transformation in risk identification, assessment and management.
The initiative seeks to create comprehensive improvements in protecting workers' health and lives, focusing on better working conditions, reducing hazardous factors and enhancing the quality of life for workers in the capital.
It will also organize Workers' Month 2026 and commemorate the 140th anniversary of International Workers' Day (May 1), reaffirming the role, position and historical mission of the Vietnamese working class.
Contents and activities
According to the plan, the Action Month will run from May 1 to May 31, 2026, with communication activities beginning on April 15 to create widespread awareness and momentum across society.
Activities will be implemented synchronously across state agencies, industrial parks, industrial clusters, enterprises, cooperatives and traditional craft villages.
The 2026 Action Month on occupational safety and health carries the theme "Innovating management and improving occupational safety and health effectiveness in the digital era," while Workers' Month is themed "Vietnamese workers innovate, master technology and enhance labor productivity."
Activities will be linked to major anniversaries, including International Workers' Day (May 1), the 72nd anniversary of the Dien Bien Phu Victory and the 136th birthday of President Ho Chi Minh.
Communication methods will be diversified, combining direct outreach at workplaces with online dissemination through mass media, including the production of trailers highlighting risks and prevention measures.
Priority will be given to using artificial intelligence in content creation and leveraging social media platforms such as Zalo, Facebook and TikTok, along with multimedia communication, to maximize outreach, especially among young workers.
Guidelines and materials on occupational safety and health will be developed and distributed to commune-level authorities and businesses. Flags, banners, slogans and billboards will be displayed in central areas, major roads, industrial zones and at offices and enterprises.
The launching ceremony is scheduled for 8:00 a.m. on April 29, 2026, at the Vietnam-Soviet Friendship Cultural Palace, with around 1,000 participants, including leaders from central and city agencies, representatives of local authorities, armed forces, workers, medical staff and award recipients.
During the Action Month, the city will implement practical activities such as establishing inter-agency inspection teams to conduct both regular and surprise inspections of compliance with occupational safety and health regulations at enterprises and construction sites, particularly in high-risk sectors such as construction, mining, electricity, chemicals and confined spaces.
Supervision of labor discipline, safety procedures and compliance will be strengthened in craft villages, industrial clusters and small and medium-sized enterprises. A city-level "Occupational Safety and Health Council Dialogue" will be organized to address challenges faced by businesses and workers under the two-tier local government model.
Meetings and dialogues will be held between local leaders, employers, trade unions and workers on wages, benefits, working conditions and safety. Workshops will focus on applying artificial intelligence, big data and digital transformation in early risk detection, forecasting and control.
Solutions and innovations to improve working conditions through information technology applications in industrial zones and high-tech parks will be shared.
A competition titled "Innovating occupational safety and health management in the digital era" will be launched to identify smart monitoring tools and software.
Programs supporting workers' welfare will include visits and assistance for victims of workplace accidents and occupational diseases, union meals, free health checkups, scholarships for workers' children and legal and social insurance consultations. The city will also organize training courses on occupational safety skills and strengthen the capacity of workplace medical and emergency response teams.
At the same time, communication and training on occupational safety and health will be expanded to residential areas, neighborhoods, craft villages and household businesses. Prevention of workplace accidents and fire safety will be integrated into community meetings, Party cell activities and grassroots campaigns.
Models such as "Safe residential areas for labor and fire prevention" will be developed and replicated, linked with movements promoting cultural life and community solidarity.
